Job Overview: The Manager, Information Solutions and Services is responsible for the planning, coordination, and oversight of digital information solutions that support public health surveillance and emergency preparedness activities under the EpiC Ukraine project. This role is critical in ensuring that the digital platforms, including the Public Health Center (PHC) website and the Strategic Information System (SIS), are effectively developed, implemented, and maintained. The Manager will work closely with various stakeholders, including PHC, FHI 360, technical teams, and external service providers, to ensure that all digital solutions align with project objectives and meet the necessary quality standards. The position requires a strong focus on project management, technical coordination, and stakeholder engagement to facilitate successful implementation of digital health initiatives that enhance public health emergency preparedness and response in Ukraine.
Duties and Responsibilities: The Manager will lead and coordinate the implementation of digital information solutions, ensuring alignment with project objectives, timelines, and quality standards. Responsibilities include serving as the primary point of contact between PHC, FHI 360, vendors, and other stakeholders; coordinating project planning activities and schedules; reviewing and validating technical documentation; monitoring project progress and deliverables; overseeing vendor performance; leading quality assurance activities; coordinating deployment readiness; and managing ongoing administration of digital platforms. The Manager will also facilitate collaboration among various teams to ensure efficient resource utilization and prepare necessary project documentation for leadership and donors.
Required Qualifications: Candidates must possess a Bachelor’s degree in information technology, Computer Science, Information Systems, Project Management, or a related field. A minimum of five years of progressively responsible experience in managing or coordinating information technology projects, digital solutions, or enterprise information systems is required. Additionally, at least two years of experience leading multidisciplinary teams and managing stakeholder relationships is essential. Candidates should demonstrate experience in overseeing website development and digital platform implementation projects, as well as a strong understanding of project management methodologies and quality assurance processes.
Educational Background: A Bachelor’s degree in a relevant field such as information technology, Computer Science, Information Systems, or Project Management is required. Advanced degrees or certifications in related areas may be preferred but are not mandatory.
Experience: The position requires a minimum of five years of progressively responsible experience in managing or coordinating information technology projects, with at least two years in a leadership role overseeing multidisciplinary teams and vendor management. Experience in public health surveillance or emergency preparedness programs is highly desirable.
Languages: Professional proficiency in written and spoken Ukrainian and English is mandatory. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: This position is open to Ukrainian nationals residing in Ukraine or those willing to relocate. The expected hiring salary range for this role is UAH 1,066,667 - 1,500,000 annually.
