Job Overview:
The Rehabilitation and Partnerships Officer will play a crucial role in supporting WHO's rehabilitation and disability initiatives in Ukraine. This position involves working closely with various stakeholders, including government ministries, NGOs, and civil society organizations, to ensure that rehabilitation activities align with WHO's strategic objectives. The officer will be responsible for coordinating efforts to strengthen health systems, improve access to rehabilitation services, and promote disability-inclusive health policies. The role requires a proactive approach to partnership management, ensuring effective communication and collaboration among all parties involved in health initiatives. The officer will also monitor and evaluate project implementation, contributing to the overall effectiveness of health programs in the region.

Duties and Responsibilities:

• Operations Support: Assist the WHO rehabilitation and disability team in aligning rehabilitation activities with WHO's 5-year strategy. Support the establishment of partnerships with INGOs, NGOs, and local organizations, ensuring project alignment with WHO policies. Collaborate with the communications team to enhance donor visibility through various media.
• Coordination and Partnership Management: Implement WHO coordination mechanisms with the Ministry of Health and other stakeholders. Maintain regular communication with national and subnational entities to strengthen collaboration. Organize technical working groups and partner consultations to facilitate information sharing and strategic alignment.
• Context Monitoring and Reporting: Conduct ongoing reviews of health needs and priorities in Ukraine, providing updates to the Unit Lead. Identify and communicate priorities related to the rehabilitation program, recommending improvements to emergency response mechanisms. Conduct need assessments and contribute to response planning.

Required Qualifications:
Essential qualifications include a University Degree (Bachelor’s) in rehabilitation, public health, medicine, international development, project management, or a related field. Desirable qualifications include post-graduate education or training in these areas. Candidates must demonstrate at least two years of experience in public health, health systems, development cooperation, or related fields, with a proven ability to coordinate with multiple stakeholders, including government institutions and NGOs. Experience in health system recovery and strengthening, particularly in rehabilitation and disability inclusion, is highly desirable.

Educational Background:
Candidates must possess a University Degree (Bachelor’s) in a relevant field such as rehabilitation, public health, or international development. A post-graduate degree or specialized training in these areas is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of two years of relevant experience in public health, health systems, or program management. Candidates should have demonstrated experience in coordinating with various stakeholders, including government agencies and international organizations. Experience in health system recovery, particularly in rehabilitation and disability inclusion, is highly desirable, as is familiarity with WHO or UN agency operations.

Languages:
Expert knowledge of English and Ukrainian is essential for this position. Intermediate knowledge of another United Nations language is desirable, enhancing communication capabilities within the international context of the role.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from Ukrainian nationals will be considered. The remuneration package includes an annual base salary starting at USD 47,491, with mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave.
