National Disability Rights Consultant

Job Overview:
The National Disability Rights Consultant will work under the supervision of the Unit Lead for Rehabilitation and Disability at the WHO. The primary purpose of this consultancy is to provide technical support and coordination expertise to the WHO Country Office (WCO) in Ukraine, particularly in relation to the President’s Office regarding the implementation of the National Strategy for Creating a Barrier-Free Environment in Ukraine. This role involves collaborating with national stakeholders to assess and develop policies and plans that align with the UN Convention on the Rights of Persons with Disabilities (UN CRPD) and promote health equity for persons with disabilities. The consultant will be expected to engage in consultations, provide technical inputs, and develop reports that reflect the progress and challenges in implementing disability rights initiatives in Ukraine.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including:

• Supporting consultations and technical discussions with relevant ministries, state bodies, and civil society organizations to prepare the 2027-2028 Action Plan.
• Providing technical inputs to proposed measures and indicators to strengthen alignment with the UN CRPD.
• Conducting a technical review of the consolidated draft Action Plan and assessing proposed actions for their effectiveness in addressing barriers faced by persons with disabilities.
• Developing thematic questionnaires to gather structured information on the implementation of flagship projects related to disability rights.
• Producing technical reports that outline findings from consultations and desk reviews, including recommendations for improving disability rights and health equity.
• Synthesizing cross-sector findings into a concise Policy Brief that identifies common barriers to health equity for persons with disabilities.

Required Qualifications:
The position requires a first university degree in social sciences, law, political science, humanities, development studies, disability studies, or a related field. A master's degree or higher-level qualification in these areas is desirable. The consultant must have a strong understanding of disability rights and the ability to provide technical support on mainstreaming disability into policies and services. Excellent analytical and writing skills are essential, along with the ability to coordinate effectively with external partners and stakeholders.

Educational Background:
Candidates must possess at least a first university degree in relevant fields such as social sciences, law, political science, humanities, development studies, or disability studies. A master's degree or higher-level qualification is preferred, indicating a deeper understanding of the complexities surrounding disability rights and health equity.

Experience:
A minimum of 2 years of professional experience is required, specifically in promoting a rights-based approach to disability inclusion and providing technical support on disability-related policies and services. Experience working with governments, Organizations of Persons with Disabilities (OPDs), and civil society organizations in Ukraine is highly desirable, as it demonstrates familiarity with the local context and stakeholders involved in disability rights advocacy.

Languages:
Fluency in Ukrainian is essential for this position, as the consultant will be working closely with local stakeholders. A working knowledge of English is also required to facilitate communication with international partners and to access relevant resources and documentation.

The consultancy is expected to start on November 1, 2026, and will last until September 30, 2027, with a total contract value of USD 31,68

• The consultant will be paid at a rate of USD 180 per day for 16 working days per month. The position is on-site in Kyiv, and the consultant is not expected to travel.
