Job Overview:
The Programme Management Specialist will oversee the management, development, implementation, monitoring, and reporting of UN Women’s programs in Ukraine. This role involves providing technical support for program implementation, ensuring adherence to financial and performance targets, and developing partnerships for resource mobilization. The specialist will also lead knowledge management efforts and ensure that programs align with the strategic goals of UN Women, particularly in the context of the ongoing humanitarian crises and political instability in Ukraine. The position requires a proactive approach to adapt programming in response to evolving needs and challenges, particularly those affecting women and girls in the region.

Duties and Responsibilities:
The incumbent will advise on the development of Country Office programs, including the design and formulation of project initiatives. They will review ongoing projects, provide feedback on strategies and documents, and ensure compliance with program goals. The specialist will oversee program quality control, monitor progress against results frameworks, and prepare reports for stakeholders. They will manage the financial situation of the Country Office, ensuring effective utilization of resources, and lead a team of four personnel, conducting performance reviews and capacity development. Additionally, the specialist will contribute to resource mobilization strategies, analyze donor opportunities, and lead knowledge-sharing efforts to disseminate best practices and lessons learned.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, or Gender. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. The role requires excellent program formulation, implementation, monitoring, and evaluation skills, as well as the ability to develop operational plans and budgets. Strong analytical skills and knowledge of Results Based Management are essential, along with the ability to lead strategy formulation and implementation.

Educational Background:
A Master’s degree in a relevant field is required, with a first-level university degree accepted if accompanied by additional qualifying experience. Candidates with project/programme management certifications will have an advantage in the selection process.

Experience:
At least 7 years of progressively responsible experience in program management is required, including experience in program design, coordination, monitoring, evaluation, and donor reporting. Experience in gender-related areas is desirable, along with a proven track record in setting priorities, managing budgets, and developing work plans. Candidates should have experience in leading and coaching staff and be proficient in using office software and web-based management systems, with familiarity in modern ERP systems being a plus.

Languages:
Fluency in English and Ukrainian is mandatory. Knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is desirable and will enhance a candidate's profile.
