Job Overview:
The Technical Officer for NCDs Services will play a crucial role in supporting the Ministry of Health (MoH) and the National Health Service of Ukraine (NHSU) in enhancing the integration of non-communicable diseases (NCD) and cardiovascular disease (CVD) services into primary health care (PHC). This position involves providing technical, organizational, and coordination support to ensure that essential NCD services are accessible, especially for populations affected by emergencies. The incumbent will be responsible for facilitating training, developing educational materials, and ensuring the continuity of care for patients with chronic conditions. The role also includes contributing to national preparedness for delivering NCD services in emergency settings and documenting lessons learned for future reference.

Duties and Responsibilities:

• Support the MoH and NHSU in selecting, mapping, and conducting baseline assessments of PHC facilities for the integration of NCD/CVD services, prioritizing areas with displaced or conflict-affected populations.
• Facilitate the integration of NCD and CVD services into primary health care and strengthen continuity of care for chronic condition patients.
• Adapt and implement PHC-based NCD/CVD training packages in line with national protocols and evidence-based tools.
• Organize and deliver training for family doctors, nurses, and PHC managers, including follow-up and mentoring.
• Develop and disseminate standardized patient education materials for hypertension, diabetes, and stroke survivors.
• Provide technical inputs for the procurement of necessary laboratory and diagnostic equipment for NCD/CVD service delivery.
• Support the integration of cervical cancer screening into routine PHC services.
• Ensure continuity of essential NCD services for populations affected by emergencies.
• Develop safe referral pathways for NCD patients needing specialized care. 1
• Contribute to national preparedness for delivering NCD services in emergencies. 1
• Document experiences and good practices in NCD service delivery during the war in Ukraine. 1
• Coordinate with partners on organizing working groups and technical meetings on NCD service delivery.

Required Qualifications:
Essential qualifications include a first university degree (Bachelor level) in medicine, public health, epidemiology, or a related medical field. Desirable qualifications include a Master's degree in a relevant field and postgraduate training in NCD service delivery or emergency health. Candidates should demonstrate knowledge of NCD service delivery, national PHC approaches, and WHO frameworks for NCDs in emergencies. Emotional intelligence and the ability to coordinate effectively with various stakeholders are also essential.

Educational Background:
Candidates must possess at least a Bachelor’s degree in medicine, public health, epidemiology, or another medical field. A Master's degree in a related field is desirable, along with postgraduate training in NCD service delivery or emergency/humanitarian health.

Experience:
A minimum of two years of experience in NCD management at the primary health care level is required. This includes experience in strengthening continuity of care for populations affected by emergencies and supporting NCD prevention and care services in hard-to-reach areas. Relevant experience in NCD prevention, surveillance, and PHC management is desirable, with experience within WHO or UN being highly advantageous.

Languages:
Expert knowledge of English and Ukrainian is essential. Intermediate knowledge of any other UN language is desirable.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from Ukrainian nationals will be accepted. The remuneration package includes an annual base salary starting at USD 47,491, with mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave. The position may involve a written test and/or video assessment as part of the screening process.
