Job Overview: The Supply Associate position is crucial within the UNHCR framework, focusing on managing and supporting all activities related to the supply chain function. This includes planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, asset management, and fleet management. The incumbent will work under the supervision of a higher-level supply position and will receive regular guidance and instructions from their supervisor. They will also have the responsibility of supervising some staff members in the office. The role requires maintaining regular contact with other UNHCR offices, UN agencies, NGOs, government partners, and commercial contractors to facilitate the supply function. The Supply Associate is expected to support and monitor supply activities within their geographical area while ensuring efficient use of available resources. Duties and Responsibilities: The duties and responsibilities of the Supply Associate include supporting supply activities in compliance with supply chain rules and procedures to ensure timely and quality delivery of goods and services to persons of concern. They will prepare delivery plans for relief and non-food items based on operational needs and regularly update information in UNHCR IT systems. The incumbent will apply UNHCR's sourcing and procurement strategy for purchasing important commodities and services, ensuring timely customs clearance of consignments. They will maintain accurate records of supply activities and provide timely reports and updates. The Supply Associate will evaluate purchase requisitions, draft and dispatch quotation requests, assist in evaluating offers, and prepare proposals for contract awards. They will also prepare Purchase Orders, monitor the manufacture and transport of ordered goods, and provide guidance on UNHCR procurement policies. Additionally, they will manage asset reports, monitor supply chain data quality, and promote UNHCR's global policies on supply chain management. In regional and country operations, the Supply Associate will track operations, manage storage of goods, coordinate supply activities with partners, and implement effective asset and fleet management practices. They will also identify and manage risks and seek opportunities impacting objectives in their area of responsibility.
Required Qualifications: The position requires a minimum of 3 years of relevant experience with a High School Diploma, or 2 years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include knowledge of public procurement and asset management, experience working with public sector organizations, UN agencies, NGOs, or international organizations. Strong proficiency in Microsoft Excel for data analysis and reporting is also essential. Desirable qualifications include professional certification in procurement (e.g., CIPS), database management skills, and experience with ERP systems, particularly in supply chain modules.
Educational Background: Candidates must possess a High School Diploma or a Bachelor’s degree in fields such as Trade, Business Administration, Economics, or Marketing. Relevant certifications in procurement and logistics are also beneficial. The educational background should align with the requirements of the position, emphasizing the importance of formal education in relevant fields to ensure a strong foundation for the responsibilities of the Supply Associate role.
Experience: Candidates should have a minimum of 3 years of relevant experience for those with a High School Diploma or 2 years for those with a Bachelor’s degree. Experience in public procurement and asset management is essential, along with familiarity with UN procurement and logistics training. The ideal candidate will have a proven track record of working in similar roles within public sector organizations or international agencies, demonstrating their capability to handle the responsibilities outlined in the job description.
Languages: Fluency in both Ukrainian and English is mandatory, with a required overall ability of at least B2 level in both languages. Knowledge of the UN working language of the duty station is also necessary if it is not English. For General Service jobs, knowledge of English and/or the UN working language of the duty station is required. Proficiency in additional languages may be considered an advantage, but the primary requirement is strong command of both Ukrainian and English.
