Job Overview:
The Consultant for the Development of Mountain Regions will play a pivotal role in supporting the implementation of the Roadmap for the Five-Year Action for the Development of Mountain Regions in Kyrgyzstan. This position involves monitoring the progress of the Roadmap, maintaining a comprehensive database on assistance related to the mountain agenda, and preparing speeches and statements for international forums. The consultant will also be responsible for mobilizing technical and financial assistance, organizing international conferences and training sessions, and participating in the preparation of the Second Global Mountain Summit "Bishkek + 25". The role requires a proactive approach to engage with various stakeholders, including government authorities and international partners, to ensure the successful execution of the initiatives outlined in the Roadmap.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Monitoring the implementation of the Roadmap for the Five-Year Action for the Development of Mountain Regions based on regular reports from state authorities.
  • Maintaining a database on assistance related to the mountain agenda.
  • Preparing speeches and inputs for statements at international forums.
  • Mobilizing technical and financial assistance for mountain development projects.
  • Supporting the organization of international conferences, forums, and training sessions for state authorities.
  • Participating in the preparation and organization of meetings for the Organizing Committee overseeing the Five-Year Action.
  • Advancing issues related to international financing for mountain projects.
  • Contributing to the establishment and development of geoparks.
  • Implementing an information policy and media plan, including monitoring media coverage of the mountain agenda. 1
  • Conducting information and analytical work on the mountain agenda. 1
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a university degree in Social Sciences, Public Administration, Law, Environmental Studies, Sustainable Development, Political Science, Economics, or related fields. Additionally, at least two years of relevant working experience in climate change, sustainable development, international relations, or environmental protection is required. Proven experience working with government authorities and international organizations is considered an asset, as is experience in coordinating the work of state authorities in Kyrgyzstan. Candidates should also have experience in preparing analytical reports, briefing notes, and scientific articles related to environmental protection and sustainable development, as well as organizing international events and conferences. Strong skills in speech preparation and press release writing are essential, along with excellent analytical and writing abilities.

Educational Background:
A university degree in relevant fields such as Social Sciences, Public Administration, Law, Environmental Studies, Sustainable Development, Political Science, or Economics is mandatory for this position. This educational background is crucial for understanding the complexities of sustainable development and environmental issues, particularly in the context of mountainous regions.

Experience:
The position requires at least two years of professional experience in areas such as climate change, sustainable development, international relations, and environmental protection. Experience working with government authorities and international organizations is highly valued, as is familiarity with the coordination of state authorities in Kyrgyzstan. Candidates should also have a track record of preparing analytical reports and organizing international events, which demonstrates their capability to handle the responsibilities of this role effectively.

Languages:
Professional proficiency in Russian, Kyrgyz, and English (both written and spoken) is mandatory for this position. Strong communication skills in these languages are essential for effective engagement with diverse stakeholders and for the preparation of speeches and reports. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to interact with international partners.
