Job Overview:
The Consultant for the Labour Migration Programme – Central Asia will contribute to the implementation of a regional project initiated by IOM in 2022, funded by the Swiss Development and Cooperation Agency (SDC). The primary goal of this project is to ensure comprehensive support to migration governance in Central Asia. The consultant will be responsible for developing a preliminary draft of the Migration Profile in English, adhering to the IOM Guide, and presenting this draft to the Ministry of Labour, Social Provision and Migration (MLSPM). This role requires a deep understanding of migration issues and the ability to communicate effectively with various stakeholders, including government officials and other partners involved in migration governance.

Duties and Responsibilities:
  • Develop a preliminary draft of the Migration Profile in English, ensuring it aligns with the IOM Guide, by the deadline of July 31, 202
  • Present the preliminary draft to the Ministry of Labour, Social Provision and Migration (MLSPM) by August 25, 202
  • Collaborate with IOM staff and stakeholders to gather necessary data and insights for the Migration Profile.
  • Ensure that the Migration Profile is comprehensive, accurate, and reflective of the current migration landscape in Central Asia.
  • Engage with MLSPM and other relevant entities to obtain feedback and approval on the draft.
  • Maintain clear communication with IOM and project partners throughout the project duration to ensure alignment and address any emerging issues.
  • Adhere to IOM’s core values and competencies throughout the consultancy, demonstrating professionalism, integrity, and respect for diversity.

Required Qualifications:
a. Education: A university diploma in social and policy studies, preferably with a focus on migration. b. Experience: At least 5 years of experience in research, particularly in migration-related fields. c. Competencies and Skills: Strong knowledge of migration governance and related issues, familiarity with IOM’s mandate, and excellent oral and written communication skills in English, Russian, and Kyrgyz. d. Personal Qualities: Good interpersonal skills, solid judgment and decision-making abilities, initiative, creativity, and cultural and gender sensitivity. e. Diversity: Commitment to the core values of the United Nations, including respect for cultural, gender, and ethnic differences.

Educational Background:
The position requires a university diploma in social and policy studies, with a preference for candidates who have specialized in migration. This educational background is essential for understanding the complexities of migration governance and the socio-political factors influencing migration patterns in Central Asia.

Experience:
Candidates must have a minimum of 5 years of experience working in research, with a strong preference for those who have focused on migration issues. This experience should demonstrate the ability to analyze migration data, engage with stakeholders, and contribute to policy development in the field of migration.

Languages:
Proficiency in English, Russian, and Kyrgyz is mandatory for this position. Candidates will be evaluated on their language skills during the selection process, which may include written and oral assessments. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy is categorized as Category B, and IOM covers consultants against occupational accidents and illnesses under the Compensation Plan (CP) at no charge for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. The appointment is subject to certification of medical fitness, accreditation, and any residency or visa requirements. IOM has a zero-tolerance policy regarding conduct incompatible with its aims and objectives, including discrimination and harassment.
