Job Overview: The National consultant will be engaged to conduct an Equity, Human Rights and Gender (EHRG) Assessment specifically for HIV, TB, and Malaria in Sudan. This role is crucial as it aims to evaluate the current state of equity and human rights in relation to these health issues, ensuring that marginalized populations are adequately represented and their needs addressed. The consultant will work closely with the Key Population Specialist and the HIV/TB Programme Specialist, contributing to the overall objectives of the UNDP's Global Fund HIV and TB grant. The assessment will involve extensive research, stakeholder engagement, and the formulation of actionable recommendations to enhance the effectiveness of health interventions in Sudan. The consultant is expected to be based in Khartoum, with potential travel across the country to gather data and insights from various regions, depending on operational needs and security" style="border-bottom: 1px dotted #007bff !important;">security conditions.
Duties and Responsibilities:
Conduct a comprehensive assessment of the current equity, human rights, and gender dynamics related to HIV, TB, and Malaria in Sudan.
Engage with key stakeholders, including government agencies, NGOs, and affected communities, to gather qualitative and quantitative data.
Analyze existing policies and frameworks to identify gaps and opportunities for improvement in addressing health disparities.
Develop a detailed report outlining findings, conclusions, and recommendations for enhancing equity and human rights in health interventions.
Collaborate with the UNDP team and national disease programs (SNAP, NTP, NMCP) to ensure alignment with national health strategies.
Present findings to relevant stakeholders and participate in discussions to advocate for necessary changes.
Ensure that all activities are conducted in compliance with UNDP's ethical standards and guidelines.
Required Qualifications:
Proven expertise in human rights, gender equality, and public health, particularly in the context of HIV, TB, and Malaria.
Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
Excellent communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
Familiarity with the socio-political landscape of Sudan and the challenges faced by marginalized populations in accessing health services.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: A Master's degree in Public Health, Social Sciences, Human Rights, Gender Studies, or a related field is required. Additional certifications or training in health equity, gender analysis, or human rights advocacy will be considered an asset.
Experience: A minimum of 5 years of relevant experience in conducting assessments, research, or program evaluations related to health equity, human rights, and gender issues. Experience working with international organizations, particularly in the context of health programs in Sudan or similar settings, is highly desirable.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and communities. Knowledge of additional languages spoken in Sudan may be an advantage.
Additional Notes: The contract duration for this consultancy is expected to span 45 working days, anticipated to take place from March to May 202
The position is classified as an individual contractor role, and the consultant will be expected to work full-time during the assignment period. The consultant must be available for frequent travel within Sudan, subject to security conditions. Compensation will be commensurate with experience and in line with UNDP's remuneration policies.
