Job Overview:
The National Tax for SDGs Consultant position is part of the Public Finance for Development in Moldova Project, which aims to enhance the capacity of the national tax system to support the Sustainable Development Goals (SDGs). The consultant will be responsible for providing expert advice and support in the area of tax policy and administration, ensuring that the tax system is aligned with the principles of sustainable development. The role involves analyzing current tax policies, identifying gaps, and proposing reforms that can enhance revenue generation while promoting equity and sustainability. The consultant will work closely with government officials, stakeholders, and other experts to develop strategies that integrate tax considerations into national development planning. This position requires a deep understanding of tax systems, public finance, and the SDGs, as well as the ability to communicate complex ideas effectively to a variety of audiences.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of the current tax system in Moldova, identifying strengths, weaknesses, and areas for improvement in relation to the SDGs.
  • Develop recommendations for tax policy reforms that promote sustainable development, equity, and revenue generation.
  • Collaborate with government officials and stakeholders to design and implement tax initiatives that align with national development goals.
  • Provide technical assistance and capacity building to government agencies in the area of tax policy and administration.
  • Prepare reports and presentations summarizing findings, recommendations, and progress on tax-related initiatives.
  • Engage with international organizations and experts to share best practices and lessons learned in tax policy and sustainable development.
  • Monitor and evaluate the impact of tax reforms on sustainable development outcomes, providing feedback and adjustments as necessary.

Required Qualifications:
  • Advanced degree in economics, public finance, or a related field.
  • Extensive knowledge of tax policy, public finance, and sustainable development principles.
  • Proven experience in tax policy analysis and reform, preferably in a developing country context.
  • Strong analytical skills and the ability to interpret complex data and policy documents.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
  • Familiarity with the SDGs and their implications for tax policy and public finance.

Educational Background:
Candidates must possess an advanced degree (Master's or PhD) in economics, public finance, or a related field. A strong academic background in tax policy, public administration, or sustainable development is essential. Additional certifications or training in public finance or tax administration will be considered an asset.

Experience:
A minimum of 5 years of relevant professional experience in tax policy analysis, public finance, or related fields is required. Experience working with government agencies, international organizations, or NGOs on tax-related issues is highly desirable. Proven track record of successfully implementing tax reforms or initiatives that support sustainable development is a significant advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Romanian and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and government officials. Knowledge of additional languages is a plus and may enhance the candidate's profile.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be determined based on the project needs and consultant availability. The consultant is expected to work full-time during the contract period, with flexibility in working hours as needed. Compensation will be commensurate with experience and qualifications, and the consultant will be responsible for their own taxes and benefits.
