Job Overview: The position involves conducting a feasibility assessment and study on government responses to climate change in Uganda. The primary objective is to advance Climate Risk Governance and Insurance Integration in the country. The individual contractor (IC) will be expected to analyze existing government policies and frameworks related to climate change, assess their effectiveness, and provide recommendations for improvement. This role is crucial in supporting Uganda's efforts to enhance its resilience to climate risks and integrate climate considerations into national planning and decision-making processes. The assignment is expected to last for 45 working days, during which the contractor will engage with various stakeholders, including government officials, civil society organizations, and community representatives, to gather insights and data necessary for the assessment.
Duties and Responsibilities:
Conduct a comprehensive review of existing government policies and strategies related to climate change in Uganda.
Analyze the effectiveness of current government responses to climate risks and identify gaps and areas for improvement.
Engage with stakeholders, including government agencies, NGOs, and community groups, to gather qualitative and quantitative data.
Develop a framework for Climate Risk Governance and Insurance Integration tailored to Uganda's context.
Prepare a detailed report outlining findings, recommendations, and proposed actions for enhancing government responses to climate change.
Present findings to relevant stakeholders and facilitate discussions on the implementation of recommendations.
Ensure that the assessment aligns with international best practices and frameworks for climate governance.
Required Qualifications:
Proven experience in conducting feasibility assessments or similar studies, particularly in the context of climate change and governance.
Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
Familiarity with climate risk management, insurance integration, and governance frameworks.
Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: A master's degree in environmental science, public policy, climate change, or a related field is required. Additional certifications or training in climate risk management or governance would be an advantage.
Experience: A minimum of 5 years of relevant experience in climate change assessment, policy analysis, or related fields is required. Experience working with government agencies or international organizations on climate-related projects is highly desirable.
Languages: Fluency in English is mandatory. Knowledge of local languages spoken in Uganda would be an asset, as it may facilitate better engagement with local stakeholders.
Additional Notes: This position is a consultancy role with a contract duration of 45 working days. It is a full-time engagement, and the contractor will be expected to work closely with UNDP and other stakeholders throughout the assignment. Compensation will be based on the contractor's qualifications and experience, in accordance with UNDP's procurement policies. The position is open to both national and international candidates.
