Job Overview: The Human Resources Officer will play a crucial role in ensuring effective coordination, oversight, and quality assurance of HR operational processes at the area level, in compliance with DRC policies and procedures. This position serves as the technical HR focal point for compliance, systems validation, and operational HR support, ensuring that all HR activities are accurate, consistent, and adhere to organizational standards. The officer will be responsible for various HR functions, including people planning, recruitment, performance management, learning and development, duty of care, staff wellbeing, contracts and compensation, and partnership support. The role requires a proactive approach to managing HR processes and supporting staff development while ensuring compliance with DRC's policies and procedures.
Duties and Responsibilities: The Human Resources Officer will be responsible for a wide range of duties, including:
People Planning: Reviewing and updating job descriptions to align with operational requirements and organizational structure; supporting workforce restructuring processes; and coordinating with management and the HR Team Leader on organizational changes.
Recruitment: Implementing recruitment processes, including application screening, interview coordination, and reference checks; preparing salary calculations and job offer letters; ensuring completeness and compliance of recruitment files; and maintaining an updated recruitment tracker.
Performance Management: Providing guidance on probation periods and performance appraisal processes; supporting performance management and disciplinary processes; and monitoring the completion of performance management activities.
Learning & Development: Analyzing staff performance appraisals; supporting staff development planning; and maintaining a Learning and Development tracker.
Duty of Care & Staff Wellbeing: Ensuring staff awareness of psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support; conducting trainings related to the Code of Conduct; and following up on DRC Voice feedback submissions.
Contracts & Compensation: Reviewing contract extensions and employment documentation; supporting payroll preparation; and monitoring attendance records and leave reports.
Casual Workers & Volunteers: Overseeing recruitment processes for casual workers and volunteers; ensuring compliance with DRC procedures; and reviewing recruitment files for completeness.
Partnership Support: Conducting HR due diligence assessments for partner organizations; and supporting capacity-building activities.
Other Duties: Following up on HR payments; conducting field visits to provide HR support; and performing other HR-related duties as assigned by the line manager.
Required Qualifications: The ideal candidate for the Human Resources Officer position should possess the following qualifications:
Technical skills in managing compensation and benefits, preferably within an (I)NGO context.
Proficiency in MS Word, Excel, and PowerPoint, with experience using online recruitment systems.
Strong knowledge of HR operational processes and the ability to manage multiple HR functions simultaneously.
A high level of confidentiality and professionalism, along with strong coordination and follow-up skills.
The ability to apply HR policies consistently and effectively, coupled with good communication and documentation skills.
Educational Background: Candidates should have a university degree in Human Resource Management, Business, or Social Science, with a specialization in Human Resources or an equivalent professional qualification. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform effectively in the HR Officer role.
Experience: The position requires a minimum of 2 years of relevant experience in Human Resources management, administration, change management, or organizational development. Candidates with experience in the (I)NGO sector will be preferred, as they will have a better understanding of the unique challenges and requirements of working in humanitarian contexts. The candidate should also demonstrate technical skills in managing compensation and benefits, as well as proficiency in using HR systems and tools.
Languages: Fluency in Arabic and English is mandatory for this position. The ability to communicate effectively in both languages is essential for interacting with staff, stakeholders, and partners. Proficiency in additional languages may be considered an asset, but it is not a requirement for this role.
Additional Notes: The contract length for this position is until December 31, 2026, and it falls within the non-management (H2) band. The position reports to the Human Resources Team Leader and is based in Aden, Yemen, with a roving duty station. The salary and conditions will be in accordance with the Danish Refugee Council’s National Terms of Employment.
