Job Overview:
The position of Responsable Logistique Atlas is crucial within the context of HI's emergency response to the Sudanese refugee crisis in Chad. The role involves overseeing the logistics of a mutual storage project that supports both international and national humanitarian actors responding to this crisis. The individual will work under the hierarchical responsibility of the Country Logistics Manager and will play a central role in implementing the project. Key functions include conducting an initial logistics diagnosis, defining the necessary logistics strategy, and ensuring effective coordination with humanitarian actors and government authorities. Duties and Responsibilities:

• Conduct an initial logistics diagnosis of the project and contribute to defining the logistics strategy necessary for its implementation in collaboration with partner teams. This includes identifying infrastructure, equipment, and logistical means needed for the project, monitoring HI's logistical response capacity in the country, and supervising the contractualization of necessary warehouses.
• Supervise the logistical aspects necessary for the launch and proper functioning of the project, including planning and implementing logistics devices (purchases, transport, general means, security" style="border-bottom: 1px dotted #007bff !important;">security) in coordination with program teams.
• Ensure the management of human resources under their responsibility, guiding the team to respect the organization's values and collaborate effectively with other teams. Candidates must have at least 3 years of professional experience in humanitarian logistics, ideally in emergency response settings. Proven experience in managing or establishing a logistics platform/warehouse, including significant flows and, if possible, a multi-actor setup is essential. Experience in procurement and contract management (warehouses, transport, handling, fuel/energy) and supervising providers in constrained/security environments is required. Candidates should have a comprehensive understanding of the end-to-end supply chain in emergencies, including procurement, purchasing, transport, storage, and distribution, with a prioritization logic. Proficiency in necessary purchasing management software is required, with knowledge of LINK being a significant advantage.
