The UNICEF Country Program for the 2025-2028 programming cycle is guided by the new United Nations Sustainable Development Cooperation Framework (UNSDCF), which directs the collective support of the UN to achieve the 2030 Agenda. The program aligns with three cooperation priorities identified by the Government and the UN system: a) Supporting the implementation of the Government's 'Peace with Legality' policy, b) Migration as a development factor, and c) Technical assistance for accelerating catalytic SDGs. UNICEF operates in various regions, focusing on vulnerable populations and ensuring that children's rights are upheld in all circumstances.

Job Overview:
The position of UN Volunteer involves supporting humanitarian emergency responses generated by natural events or conflicts across Colombia, particularly in the Pacific Hub. The volunteer will assist in analyzing the needs and priorities of WASH (Water, Sanitation, and Hygiene) in response to emergencies, structuring intervention strategies that focus on infrastructure and promoting key hygiene practices while considering gender, childhood, ethnicity, and disability perspectives. The role requires leading the implementation of comprehensive actions in WASH infrastructure and services, providing technical assistance, and monitoring the quality and relevance of interventions. The volunteer will also ensure the protection of vulnerable groups, including children, women, and ethnic communities, and will work to prevent abuse and exploitation within programs. Continuous monitoring of WASH services in prioritized areas and identifying solutions to access barriers are essential functions of this role.

Duties and Responsibilities:
The UN Volunteer will carry out several key tasks, including:
  • Supporting emergency humanitarian responses to natural events or conflicts at the national level, especially in the Pacific Hub.
  • Assisting in the general analysis of WASH needs and priorities in emergencies, structuring intervention strategies for infrastructure and hygiene practices with a focus on gender, childhood, ethnicity, and disability.
  • Leading the implementation of WASH actions, ensuring quality and relevance in interventions, and protecting vulnerable populations.
  • Monitoring the functionality of installed WASH services and identifying solutions for access issues.
  • Leading UNICEF's sectoral response in the Pacific Hub regarding prioritized territorial gaps in WASH.
  • Coordinating with local authorities and mechanisms to complement WASH responses.
  • Promoting the functioning of the departmental WASH table in coordination with the national WASH cluster.
  • Identifying unmet needs where UNICEF could intervene for positive impact.
  • Supporting project implementation coordination in the department and other initiatives led by UNICEF. 1
  • Collaborating with other areas for integrated emergency responses and development nexus. 1
  • Leading monitoring and reporting of UNICEF interventions, focusing on quality, relevance, and prevention of abuse and exploitation. 1
  • Supporting other WASH-CEED professionals as needed.

Required Qualifications:
Candidates must possess a strong commitment to the principles of volunteerism, including solidarity, compassion, reciprocity, and autonomy. They should demonstrate competencies such as care, respect, integrity, trust, accountability, sustainability, teamwork, continuous learning, planning and organization, communication, flexibility, and a genuine commitment to the mission of UNICEF. Additionally, candidates should have a proactive approach to problem-solving and the ability to work effectively in challenging environments.

Educational Background:
A relevant educational background is required, typically in fields related to humanitarian assistance, social sciences, public health, or a related discipline. Candidates should have a solid understanding of WASH principles and practices, as well as familiarity with emergency response frameworks and community engagement strategies.

Experience:
Candidates should have prior experience in humanitarian response, particularly in WASH-related roles. Experience working in emergency contexts, especially in Colombia or similar settings, is highly desirable. Familiarity with the local context, including cultural and socio-economic factors, will be beneficial for effective engagement with communities and stakeholders.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication in the region. Proficiency in English is considered an asset, as it may facilitate communication with international teams and stakeholders. Knowledge of indigenous languages or local dialects can be advantageous in community engagement.

Additional Notes:
The position is based primarily in the Pacific Hub, specifically in the municipality of Quibdó, with travel required to other departments as necessary. Upon entry, all UN Volunteers receive a security" style="border-bottom: 1px dotted #007bff !important;">security briefing regarding the duty station's security environment and necessary safety measures. The contract duration is as specified, with the possibility of extensions subject to funding availability, operational needs, and satisfactory performance. However, renewal of the assignment is not guaranteed. A monthly living allowance of $8,515,500 COP is provided to cover housing, services, and ordinary living expenses. Life, health, and permanent disability insurance, as well as final repatriation (if applicable), are included. This assignment requires full availability and exclusivity with the United Nations system.
