Job Overview: The position of Consultant is integral to the ongoing efforts to digitize and manage Ukraine's immovable cultural heritage, particularly through the implementation of the 'e-Pamiatka' system. This role involves overseeing the digital transformation of cultural heritage management, ensuring effective project management, and facilitating inter-agency cooperation. The Consultant will be responsible for the planning and execution of digitalization projects, which are crucial for the post-war recovery of Ukraine. The successful candidate will work closely with various stakeholders, including government bodies, international partners, and civil society, to ensure the successful implementation and integration of the digital system into the national infrastructure. The role requires a strategic approach to project management, focusing on transparency, data management, and the development of a sustainable digital heritage framework.
Duties and Responsibilities: The Consultant will have a comprehensive set of responsibilities, including but not limited to: planning and managing digitalization projects related to cultural heritage; defining the scope of work, timelines, resources, and key performance indicators (KPIs); developing implementation plans for the 'e-Pamiatka' system; coordinating system implementation at both national and regional levels; managing data population processes and ensuring data quality; overseeing the integration of the system with other state information resources; coordinating testing, deployment, and operational support of integration solutions; preparing analytical materials and technical documentation; developing strategic approaches to sector digitalization; monitoring project implementation and risk management; and ensuring effective inter-agency coordination and stakeholder engagement.
Required Qualifications: Candidates must possess a Master's degree (or equivalent) in law, public administration, IT, management, or related fields, with a PhD considered an asset. Additionally, candidates should have 3-5 years of experience managing digitalization or IT projects, preferably within public administration or the cultural heritage sector. Experience in coordinating multi-stakeholder projects involving state authorities and international organizations is essential. A strong understanding of digital transformation processes, integration of information systems, and operation of state registers is required, along with practical experience in the field of cultural heritage protection or related sectors. Knowledge of relevant legislation and policies in recovery, digitalization, and anti-corruption is advantageous.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as law, public administration, IT, management, or similar disciplines. A PhD is considered an asset, indicating a higher level of expertise and research capability in the relevant areas.
Experience: The position requires candidates to have 3-5 years of relevant experience, specifically in managing digitalization projects or IT projects. Experience should preferably be in the public administration or cultural heritage sector, with a strong emphasis on project management and coordination of multi-stakeholder initiatives. Languages: Fluency in Ukrainian is mandatory, as it is the primary working language for this position.
