Job Overview: The UN Volunteer will work under the direct supervision of the Chief of Education Section, collaborating closely with education and cross-sectoral teams. The role involves providing high-quality technical and analytical support to the Education programme, ensuring effective programme design, implementation, monitoring, and reporting in line with UNICEF’s results-based management approach. The volunteer will contribute to situation analyses, policy briefs, and strategic documents, identifying opportunities for systemic reforms and leveraging UNICEF’s strengths to inform government decision-making. The position requires active participation in technical working groups and coordination platforms, promoting innovative and solution-oriented thinking in education initiatives. The volunteer will also support the Development Partners Coordination Committee (DPCC) Working Group on Education, ensuring effective communication and information sharing among partners to enhance sector coherence. Additionally, the volunteer will document good practices and lessons learned to support visibility and knowledge management within the programme.
Duties and Responsibilities:
Provide high-quality technical and analytical support to the Education programme, ensuring alignment with UNICEF’s results-based management approach.
Contribute to situation analyses, policy briefs, and strategic documents, identifying opportunities for systemic reforms.
Support evidence-based planning, policy dialogue, and advocacy through research and data analysis.
Actively represent UNICEF in technical working groups and coordination platforms.
Promote scalable approaches to equity, inclusion, and learning outcomes in education initiatives.
Act as secretary for the Development Partners Coordination Committee (DPCC) Working Group on Education, ensuring effective coordination and communication among partners.
Provide technical support for the GPE/ISDB SmartEd Project, ensuring timely delivery of results.
Support the Education team in coordinating Technical Working Groups and stakeholder engagement processes.
Develop tracking tools for monitoring and evaluation, conduct field monitoring, and ensure systematic documentation of implementation progress. 1
Provide technical support for the UNICEF/MOE Digital Education and AI Initiative, including the development and scale-up of digital education interventions. 1
Support the design and implementation of M&E frameworks, track results, and ensure documentation for policy integration.
Required Qualifications:
Strong analytical and technical skills in education programming.
Experience in policy analysis, research, and data management.
Ability to work collaboratively with diverse stakeholders, including government and non-governmental organizations.
Familiarity with UNICEF’s mission and values, particularly regarding children's rights and education.
Educational Background: A degree in education, social sciences, international development, or a related field is required. Advanced degrees are preferred and may be considered an asset for this position.
Experience: A minimum of 2 years of relevant experience in education programming, policy analysis, or related fields is required. Experience working with international organizations or in a development context is highly desirable.
Languages: Fluency in English is mandatory. Proficiency in Kyrgyz and/or Russian is highly desirable, as these are the official languages of Kyrgyzstan. Knowledge of additional languages may be considered an asset.
Additional Notes: This position is a UN Volunteer role, which may involve a contract duration of 12 months. The role is full-time and may require occasional travel within Kyrgyzstan. The position is open to both national and international applicants. Compensation and benefits will be in accordance with UN Volunteer Conditions of Service.
