Job Overview:
The HR Specialist, Workforce Strategy, Planning and Org Design plays a crucial role in leading the development and implementation of workforce strategies that align with UN Women's mission and strategic goals. This position requires a high level of independent judgment and strategic thinking to design and direct workforce planning initiatives. The HR Specialist will work closely with various stakeholders within the HR Division and other business units to ensure the successful execution of workforce strategies. The role involves conducting comprehensive assessments of existing people data, translating workforce planning needs into system requirements, and establishing a jobs and skills architecture that enhances data availability on UN Women’s capacities. The HR Specialist will also be responsible for developing advanced talent analytics to provide actionable insights that inform workforce planning and decision-making processes.

Duties and Responsibilities:
  • Lead the establishment of a comprehensive people data infrastructure and conduct assessments of available people data to identify risks and opportunities for improvement.
  • Translate workforce planning needs into system and reporting requirements.
  • Direct strategic partnerships with stakeholders to develop and implement HR systems solutions that enable comprehensive talent analytics.
  • Design and establish a jobs and skills architecture linked to skills taxonomies.
  • Conduct job analyses and evaluations to ensure accurate classification of positions.
  • Develop and maintain standardized job descriptions aligned with the organization's job architecture.
  • Provide technical guidance on job classification matters to HR Business Partners and senior leadership.
  • Advise senior management on strategies to enhance talent management data availability.
  • Lead data cleanup efforts and deliver training related to reporting and workforce analytics. 1
  • Design analytical tools to advance talent analytics from descriptive to predictive analyses. 1
  • Monitor industry trends in people intelligence to improve talent analytics capabilities. 1
  • Establish and direct corporate-level workforce planning practices in collaboration with senior management. 1
  • Design and implement a bottom-up workforce planning process. 1
  • Conduct scenario modeling to assess staffing implications of business changes. 1
  • Provide authoritative technical advice on organizational design and restructuring initiatives. 1
  • Manage job classification reviews and ensure transparency in processes. 1
  • Exercise independent judgment in designing analytical methodologies and stakeholder engagement strategies.

Required Qualifications:
  • Master’s degree or equivalent in Business Administration, Public Administration, HR, Economics, or Data Science is required.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Professional certification in workforce management, workforce planning, or talent intelligence is an advantage.
  • At least 7 years of progressively responsible work experience in Human Resources, Workforce Management, Resource Management, or Corporate Strategy is required.
  • Demonstrated expertise in advanced talent analytics and workforce planning is required.
  • Experience in organizational design is required.
  • Proven experience leading the use of data analytics tools and data visualization tools is required.
  • Experience in current AI tools used in data analytics is desirable.
  • Experience in modern web-based ERP Systems, preferably Oracle Cloud, is desirable. 1
  • Experience in project management is desirable.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Business Administration, Public Administration, Human Resources, Economics, or Data Science. A first-level university degree may be accepted in combination with additional qualifying experience. A professional certification in workforce management or related areas is considered an asset.

Experience:
Candidates should have at least 7 years of progressively responsible experience in Human Resources, Workforce Management, Resource Management, or Corporate Strategy. They must demonstrate expertise in advanced talent analytics and workforce planning, as well as experience in organizational design. Proven experience in leading data analytics initiatives and familiarity with data visualization tools is essential. Experience with modern ERP systems and project management is also desirable.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
