Job Overview:
The HR Specialist will play a crucial role in the Human Resource Division, which is responsible for delivering comprehensive HR management services. This includes strategic staff planning, recruitment, staff administration, and organizational design. The HR Specialist will independently lead HR data analytics, reporting, and internal communications, translating complex workforce data into actionable insights. The role requires collaboration with various HR functional leads and HR business partners to ensure effective HR operations that align with UN Women's evolving business needs. The incumbent will also contribute to the development of tools and systems that support HR priorities and provide advisory support to senior management.

Duties and Responsibilities:
The HR Specialist will conduct comprehensive analyses of HR data to identify trends and formulate evidence-based recommendations for senior management. Responsibilities include designing and maintaining reports and dashboards for strategic planning, monitoring HR reporting requirements, and ensuring timely submission of reports to stakeholders. The incumbent will also lead the development of HR information systems, propose improvements, and collaborate with IT on data analytics projects. Additionally, the HR Specialist will develop internal HR communications strategies, produce analytical reports, and support HR work planning initiatives. The role involves providing technical support for new HR initiatives, business process mapping, and maintaining knowledge management practices within the HR Division.

Required Qualifications:
Candidates must possess expertise in HR data analytics, reporting, and HRIS management. Proficiency in data visualization tools such as PowerBI is essential, along with strong analytical and problem-solving skills. The ability to develop HR communications and knowledge products for diverse audiences is required, as is a sound understanding of UN Staff Regulations and HR policies. The HR Specialist must also demonstrate the ability to handle confidential information and possess technical proficiency in business process mapping.

Educational Background:
A Master's degree or equivalent in Data Analytics, Statistics, Data Science, Computer Science, or related fields is required. Alternatively, a degree in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or relevant social sciences may be accepted if accompanied by substantial work experience in data analysis and reporting. A first-level university degree combined with two additional years of qualifying experience may also be accepted in lieu of the advanced degree. Certification in reporting and data analysis is desirable.

Experience:
A minimum of 5 years of progressively responsible experience in human resources management, administration, or related areas with a focus on reporting and data analysis is required. Candidates should have experience with UN system HR policies and procedures, as well as proficiency in data management tools like PowerBI. Experience in leading HR data analytics projects and producing evidence-based reports for senior management is essential. Additionally, experience in multiple HR functional areas and in developing presentations for large audiences is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
