Job Overview: The Human Resources Officer position is located in the Human Resources Policy Section of the Global Strategy and Policy Division. The officer will report to the Chief of Section and will be responsible for developing innovative and modern HR policies that meet the evolving needs of the Organization. This includes contributing to the implementation of the Secretary-General's agenda in areas such as gender parity, family-friendly workplaces, recruitment, mobility, and flexible working environments. The officer will conduct comprehensive reviews of existing HR-related internal policies to ensure they remain comprehensive, up-to-date, and responsive to the needs of the Organization. Additionally, the officer will provide authoritative policy interpretation of the United Nations Staff Regulations and Rules and HR policies, advising senior management and HR practitioners on substantive policy and procedural questions related to staff management and administration of their conditions of service.
Duties and Responsibilities: The duties and responsibilities of the Human Resources Officer include developing and implementing HR policies, conducting reviews of existing policies, making recommendations on HR practices, maintaining OHR policy guidelines, and developing capacity-building materials. The officer will also advise the Chief of Section on the development and implementation of staff regulations and policies, provide policy inputs to various UN offices, supervise junior HR officers, represent the Service in inter-agency working groups, conduct research on HR strategies and best practices, prepare draft reports and policy papers, and support intergovernmental meetings and audits related to HR policy matters. The officer will be expected to demonstrate professionalism, planning and organizing skills, client orientation, and effective performance management.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, law, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. A minimum of seven years of experience in human resources management, including policy development, interpretation, and implementation, is required. Experience in HR policy development and implementation, as well as in providing HR advisory services, is also necessary. Candidates should have experience in human resources management within the United Nations Common System or a comparable international organization, and in preparing official reports and policy papers on HR issues.

Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Additional Notes: This position is financed by the Support Account for Peacekeeping Operations and is subject to the availability of the post or funds, budgetary approval, or extension of the mandate.
