Job Overview: The position of Junior Consultant and Data Analyst in the sector project 'Data in Development Cooperation' involves supporting the Federal Ministry for Economic Cooperation and Development (BMZ) in enhancing the transparency and quality of project data in development cooperation. The role is crucial in ensuring that data related to development cooperation is made available in a timely and comprehensive manner, adhering to international standards for aid transparency. The successful candidate will work on expanding the existing field of internal and external data communication and will be involved in various tasks, including supporting events, public relations, and building competencies in data science and artificial intelligence (AI). The position also includes responsibilities related to data and AI innovations for development cooperation, making it a dynamic and impactful role within the organization.
Duties and Responsibilities: The duties and responsibilities of this position include:
Supporting the BMZ in developing and enhancing competencies in data and AI innovation tailored to the needs of development cooperation.
Assisting in the integration of complex datasets and preparing qualitatively unstructured data for use in AI-supported and other data science methods.
Analyzing large datasets from various sources, particularly IATI and ODA data.
Conducting benchmarking for data processing, utilization, and publication among relevant international actors.
Preparing and accompanying national and international policy processes, including content preparation and follow-up for international events, and participating in relevant technical and political discussions.
Evaluating studies and preparing technical documents, comments, concepts, analyses, and statements on complex issues in a politically dynamic environment.
Supporting the internal and external communication of the BMZ on topics relevant to the sector project.
Conducting technical reviews of code in the development of large language model (LLM) applications, particularly in the context of climate negotiations.
Required Qualifications: The required qualifications for this position include:
A successfully completed university degree in Statistics/Data Science, Artificial Intelligence, or (Business) Informatics. Alternatively, a degree in Economics, Social Sciences, or Political Science with a strong data focus and relevant additional qualifications.
Initial experience in Data Science/Data Analytics, particularly with AI tools, Open Government Data, and open data standards in international development cooperation, such as IATI and ODA or CRS.
Proficient knowledge of at least one modern programming language, such as Python or R, with SQL being an additional advantage.
Proven programming experience in implementing data projects, as well as in data analysis, visualization, and communication (e.g., Power BI).
Knowledge of the current AI landscape and technologies, along with practical experience in developing or adapting AI applications using modern technologies like LLMs and Retrieval-Augmented Generation (RAG).
A high level of quality awareness, research affinity, structured working style, excellent organizational skills, and strong conceptual and analytical abilities, along with very good verbal and written communication skills.
Fluent German and English language skills are mandatory.
Educational Background: Candidates must possess a university degree in a relevant field such as Statistics, Data Science, Artificial Intelligence, or (Business) Informatics. Degrees in Economics, Social Sciences, or Political Science with a strong emphasis on data and relevant additional qualifications are also acceptable. The educational background should provide a solid foundation in data analysis and related methodologies, equipping the candidate with the necessary skills to perform effectively in this role.
Experience: The position requires initial experience in the field of Data Science or Data Analytics, particularly with a focus on AI tools and open data standards relevant to international development cooperation. Candidates should have practical experience in implementing data projects and working with large datasets, as well as familiarity with data visualization and communication tools. This experience is essential for effectively supporting the BMZ in its data-related initiatives and projects.
Languages: Fluent proficiency in both German and English is mandatory for this position. Candidates should be able to communicate effectively in both languages, as the role involves collaboration with various stakeholders and participation in international discussions. Additional language skills may be considered an asset but are not required.
