Job Overview:
The Chief, Talent Management, Leadership Development and Organizational Design plays a pivotal role in shaping and directing UN Women’s strategic talent management agenda. This position involves substantial autonomy and requires the incumbent to report directly to the HR Director. The Chief is responsible for institutionalizing workforce planning and talent analytics capabilities, providing authoritative leadership on organizational design and change management. The role requires close collaboration with various branches within UN Women, including HR Client Services, Workplace Relations, and Business Transformation Units, to ensure the successful implementation of professional development and performance management programs. The Chief will also shape HR policies and practices to embed effective talent management across the organization, ensuring alignment with UN Women’s workforce strategies.

Duties and Responsibilities:
  • Shape an integrated, strategic approach to talent management in UN Women by directing the design and implementation of all talent management programs and activities.
  • Establish and institutionalize a talent analytics architecture to provide workforce intelligence for strategic decision-making.
  • Direct the development of workforce strategies and plans, ensuring data-based decisions on workforce structure and talent deployment.
  • Enhance performance management processes to generate measurable organizational performance gains through the development of personnel.
  • Oversee coaching, mentoring, and career advisory services to promote proactive career development among UN Women personnel.
  • Shape and direct a comprehensive approach to learning and professional development, prioritizing programs that build necessary skills and capabilities.
  • Institutionalize leadership development by defining expected leadership capacities and behaviors, and championing their adoption across the organization.
  • Lead and direct a branch of HR specialists, exercising significant authority for talent management strategy across UN Women.
  • Consult with the HR Director on strategic and politically sensitive matters.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A professional certification in HR Management, Talent Management, or Talent Analytics is considered an advantage. Candidates should demonstrate a strong understanding of talent management strategies and their impact on organizational success, as well as the ability to promote awareness and gain support for integrated talent management programs.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Human Resources, Business Administration (MBA), Public Administration (MPA), or Organizational Development. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted. A professional certification in HR Management or related areas is also beneficial.

Experience:
Candidates should have at least 10 years of progressively responsible work experience in Human Resources or Workforce Management, with a strong emphasis on Talent Management and Organizational Development/change interventions. Experience in leading and managing personnel in international settings is essential, along with proficiency in using office software and analytical tools. Familiarity with modern web-based ERP systems, particularly Oracle Cloud, is desirable. Experience in enhancing performance management systems and workforce planning is also preferred.

Languages:
Fluency in English is mandatory for this position. Additionally, fluency in Spanish or French is desirable, and knowledge of another official UN language (Arabic, Chinese, Russian) is considered an asset.
