Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of the Integrated Resources Management Section at UN Women plays a pivotal role in overseeing the organization's financial governance and resource allocation strategies. Reporting directly to the Chief Financial Officer (CFO), this position is responsible for managing UN Women's substantial annual resource envelope of $500 million. The incumbent will ensure that financial resources are strategically aligned with programmatic priorities and the organization's overall mission. This role involves high-level representation in inter-agency finance and budget networks, providing expert guidance on resource management and budgetary matters. The Deputy Director will also be instrumental in developing policies and procedures related to budgeting and resource planning, ensuring compliance with UN Financial Regulations and Rules. The position requires a strategic leader who can drive innovation in resource management and foster a culture of learning and collaboration within the organization.

Duties and Responsibilities:
  • Lead and manage the Integrated Budget Management Unit, ensuring alignment with UN Women’s financial governance frameworks.
  • Support the CFO in high-level representation within inter-agency finance and budget networks.
  • Develop and maintain UN Women’s policies and procedures related to resource planning and budgeting.
  • Oversee the development of Resource Planning Frameworks that enable holistic planning across all financial resources.
  • Direct the preparation of the Programme Budget and Integrated Budget in alignment with strategic priorities.
  • Provide corporate oversight of resource planning and budget management processes.
  • Monitor contributions levels and propose adjustments to internal allocations as necessary.
  • Ensure compliance with internal budget allocations and coordinate with various offices to flag risks.
  • Drive innovation in integrated resource management by introducing best practices and technological solutions. 1
  • Manage the performance of personnel under supervision, providing guidance and leadership. 1
  • Establish and oversee financial risk management frameworks for budgetary resources. 1
  • Oversee the coordination and office management of the UN Women Office in Bonn, ensuring high-quality operational services.

Required Qualifications:
  • Master’s degree or equivalent in Finance, Business Administration, Public Administration, Economics, or related field.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • An accounting qualification (ACA, CPA, CIMA, etc.) is considered an asset.
  • Minimum 15 years of progressively responsible experience in financial planning, budgeting, and resource management in large international organizations, with at least 5 years at senior management level.
  • Demonstrated experience managing budgets and providing strategic financial leadership in multi-country environments.
  • Proven track record of representing organizations before governing bodies on budgetary matters.
  • Experience in the UN Common System or similar multilateral organizations is highly desirable.
  • Strong analytical and strategic planning capabilities, including experience with financial modeling and scenario analysis.
  • Experience in leading and coaching staff in international settings is required.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Finance, Business Administration, Public Administration, or Economics. A first-level university degree combined with additional qualifying experience may be accepted. An accounting qualification is considered an asset, enhancing the candidate's profile for this senior management role.

Experience:
The position requires a minimum of 15 years of progressively responsible experience in financial planning, budgeting, and resource management within large, complex international organizations. At least 5 years of this experience must be at a senior management level. Candidates should have a proven track record of managing budgets and providing strategic financial leadership in multi-country, multi-stakeholder environments. Experience in the UN Common System or similar multilateral organizations is highly desirable, particularly with exposure to assessed and voluntary funding mechanisms.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would be considered an asset in the recruitment process.
