The position is located within the Organizational Development Section (ODS) of the Strategic Talent Management Service (STMS) in the Global Strategy and Policy Division (GSPD) of the Office of Human Resources (OHR), which is part of the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. Job Overview:
The Human Resources Officer (Anti-Racism) will lead the development of anti-racism learning content and training frameworks for UN Secretariat personnel. This role involves collaborating with various stakeholders, including the Anti-Racism Office (ARO) and other departments, to create research-based learning curriculums that address racism in the workplace. The incumbent will supervise instructional designers and work with entity-level Anti-Racism Advocates to tailor training programs. The position also includes contributing to policy reviews, coordinating events, and managing communications related to anti-racism initiatives. The officer will be responsible for evaluating the effectiveness of programs and ensuring accountability in the implementation of the strategic action plan.

Duties and Responsibilities:
The Human Resources Officer (Anti-Racism) will have a range of responsibilities, including: leading the development of anti-racism learning content; consulting with various stakeholders to create training frameworks; supervising instructional designers; working with Anti-Racism Advocates to localize training programs; advising entities on anti-racism strategies; contributing to policy reviews; coordinating advocacy and awareness events; developing training programs for diverse audiences; translating data into reports; liaising with various UN bodies; contributing to anti-racism communication products; preparing reports; representing the organization in discussions; supervising junior HR personnel; and coordinating vendor procurement activities.

Required Qualifications:
Candidates must possess a strong knowledge of human resources policies and practices, with the ability to apply them effectively in an organizational setting. They should demonstrate professionalism, teamwork, planning and organizing skills, and creativity in improving programs and services. The ability to identify issues, formulate opinions, and make recommendations is essential. Candidates should also be able to work collaboratively with colleagues and stakeholders, valuing diverse ideas and expertise.

Educational Background:
An advanced university degree (Master’s or Doctorate) in education, learning development, social sciences, human resources management, business or public administration, or a related field is required. Alternatively, a first-level degree (Bachelor’s) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in learning content development related to anti-racism, human resources management, or a related area is required. Candidates should have experience in project management and using data to inform decisions and strategies. Experience in building trusted professional relationships with diverse stakeholders is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, also at UN Level II proficiency.
