Job Overview:
The Programme Analyst in Supply Chain Management will play a crucial role in overseeing the strategic management of the Sexual and Reproductive Health (SRH) supply chain in Timor-Leste. This position is vital for ensuring Commodity security" style="border-bottom: 1px dotted #007bff !important;">Security by enhancing national systems for forecasting, procurement, and the effective delivery of essential medicines. The Programme Analyst will work closely with the Head of Programme and collaborate with various stakeholders, including the Ministry of Health and other national institutions, to strengthen the supply chain management processes. The role requires a comprehensive understanding of health commodity quantification, logistics information systems, and partnership coordination at the national level. The incumbent will be responsible for implementing strategies that ensure the availability and effective distribution of SRH commodities, thereby contributing to the overall health outcomes in the country.

Duties and Responsibilities:
The Programme Analyst will have a diverse set of responsibilities, including:
  • Strengthening the Supply Chain System: Collaborate with the Government and development partners to enhance the mLMIS system for nationwide coverage and optimal utilization. Provide technical assistance for capacity building in forecasting, quantification, and supply planning. Facilitate the implementation of the Last Mile Assurance (LMA) process, ensuring effective management and distribution of SRH commodities.
  • Advocacy for Government Commitment: Lead efforts to create an enabling policy environment for sustainable domestic financing for reproductive health programs. Develop advocacy strategies and engage with stakeholders, including government officials, to increase investment in SRH/FP programs.
  • Supporting Rights-Based Reproductive Health: Provide technical advice for training curricula to ensure service readiness for new family planning methods. Develop advocacy briefs highlighting the benefits of an expanded method mix and support the implementation of new guidelines and training packages.
  • Monitoring and Reporting: Monitor the implementation of health system strengthening applications and report on progress quarterly. Ensure that all activities align with national and international standards and contribute to the overall goals of UNFPA in Timor-Leste.

Required Qualifications:
Candidates must possess an advanced degree in Public Health, Medicine, Pharmacy, Social Science, Public Management, or a related field. Additionally, a minimum of two years of relevant professional experience is required, including managing partnerships and coordination at the national level. Candidates should have substantive experience in health commodity quantification, forecasting, supply management, and logistics information systems. Familiarity with UN agencies' procurement and supply chain management policies is considered an asset. Strong interpersonal skills and the ability to maintain diversified partnerships are essential for this role.

Educational Background:
An advanced degree (Master's level) in a relevant field such as Public Health, Medicine, Pharmacy, Social Science, or Public Management is required for this position. This educational background is crucial for understanding the complexities of supply chain management in the health sector and for effectively contributing to the goals of UNFPA.

Experience:
The position requires at least two years of substantive experience in health commodity quantification, logistics information systems, and partnership coordination at the national level. Candidates should have a proven track record in public health supply chain management strategy and network design, as well as experience in both development and humanitarian environments. Familiarity with Results-Based Management (RBM) and monitoring and evaluation tools is also important.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the work of UNFPA in Timor-Leste.
