Job Overview:
The Programme Analyst for Sexual and Reproductive Health and Rights (SRHR) plays a crucial role in managing UNFPA's initiatives in Timor-Leste, particularly in advancing universal access to sexual and reproductive health services. This position is responsible for providing technical and policy advice, promoting rights-based approaches, and ensuring that UNFPA's work is strategically positioned within the health sector. The Programme Analyst will oversee the implementation of UNFPA-supported interventions aimed at strengthening the health system and improving access to integrated SRHR and gender-based violence response services. The role requires a deep understanding of the political, social, and economic trends affecting SRHR, particularly for women and young people, and involves collaboration with various stakeholders to achieve programmatic and policy advocacy results. The Programme Analyst will also contribute to the operationalization of UNFPA's Country Programme 5 (CP5) for 2026-2030, ensuring that all initiatives align with the strategic priorities of both UNFPA and the government of Timor-Leste.

Duties and Responsibilities:
The Programme Analyst will be responsible for a range of duties, including:
  • Providing technical support and engaging in policy dialogue with the government and development partners to ensure SRHR is integrated into national policies and strategies.
  • Keeping abreast of technical developments in integrated SRHR and GBV response services and providing support to the Ministry of Health and subnational health authorities.
  • Representing UNFPA in health sector technical working groups and promoting the integration of SRHR within national development frameworks.
  • Developing advocacy materials and conducting advocacy for evidence-based SRHR policy interventions.
  • Supporting resource mobilization efforts by exploring funding opportunities and maintaining partnerships with stakeholders.
  • Managing the SRHR programme, including budget planning and monitoring, ensuring compliance with UNFPA policies.
  • Conducting monitoring visits and field missions to assess the effectiveness of SRHR interventions and documenting lessons learned.
  • Collaborating with various partners to ensure the delivery of technical assistance services and carrying out any other duties as required by UNFPA leadership.

Required Qualifications:
Candidates must possess an advanced university degree in public health, medicine, nursing, or a related discipline. They should have a minimum of two years of professional experience in SRHR programming, preferably in a public health or development context. Proven experience in sexual and reproductive health and rights, including knowledge of family planning, maternal health, and adolescent SRHR, is essential. Familiarity with UN/UNFPA programming principles, rights-based approaches, and gender equality is required. Candidates should demonstrate strategic thinking, good coordination, and communication skills, as well as results-based programme management experience.

Educational Background:
The educational background required for this position includes an advanced university degree in public health, medicine, nursing/midwifery, or a related discipline. This educational foundation is critical for understanding the complexities of sexual and reproductive health and rights and for effectively contributing to policy and programmatic initiatives.

Experience:
The position requires a minimum of two years of professional experience in SRHR programming, with a strong preference for candidates who have experience in programme/project management within a public health or development context. Familiarity with the Timor-Leste health sector and prior experience in the UN system are considered strong assets. Candidates should have demonstrated experience in policy advocacy and the development of national strategies and guidelines.

Languages:
Fluency in English and Tetum is mandatory for this position, as effective communication is essential for engaging with various stakeholders. A working knowledge of Portuguese would be advantageous, as it may facilitate communication with additional partners and resources.
