Job Overview:
The HR Analyst – Operations and PPSA position at UN Women is crucial for ensuring efficient service delivery and providing analytical support in the management of the affiliate workforce, particularly focusing on the Personnel Services Agreement (PSA) modality. The role involves working closely with HR Business Partners (HRBPs), HR Team Leads, and relevant offices to ensure compliance with policies and effective management of contracts. The HR Analyst will support onboarding processes for affiliate personnel at the Bonn and Nairobi global offices, ensuring that all contractual matters are handled with precision and adherence to established guidelines. The position requires a proactive approach to policy application, compliance monitoring, and capacity building, as well as the ability to conduct research and analysis on HR policies and procedures. The HR Analyst will also coordinate internship and fellowship programs, ensuring a diverse pool of applicants and maintaining records related to these programs. Overall, the role is integral to the strategic planning and operational efficiency of UN Women's HR Division.

Duties and Responsibilities:
The HR Analyst – Operations and PPSA will have a comprehensive set of duties and responsibilities, including:
  • Providing analytical support and advising hiring managers on the appropriate use of different contract types, particularly the PSA modality.
  • Reviewing, analyzing, and processing requests for PSA modality, ensuring compliance with established policies, rules, and regulations.
  • Conducting contract reviews, identifying risks, and proposing mitigation measures in coordination with HRBPs and the HR Specialist.
  • Collaborating with service providers and other stakeholders to support contract issuance and renewals.
  • Providing guidance and practical advice to managers and staff on contractual matters, including the design and review of affiliate terms of references (TORs).
  • Conducting research and analysis on HR policies, guidelines, and procedures, and preparing recommendations for enhancing efficiency and compliance in contract management processes.
  • Coordinating and monitoring outreach activities for the internship and fellowship program, providing policy guidance, and supporting capacity development.
  • Preparing regular and ad hoc reports on affiliate workforce, ensuring accuracy and integrity of HR data.
  • Contributing to the development and delivery of training sessions on contract management policies and procedures. 1
  • Supporting the onboarding of newly appointed personnel at the Bonn and Nairobi duty stations. 1
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires the following qualifications:

  • Good understanding of UN Staff Regulations and Rules, as well as human resources policies and procedures.

  • HR technical knowledge and expertise in affiliate contract management, including modern approaches in HR Business Partnering.

Educational Background:
Candidates must possess a Master's degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The HR Analyst position requires a minimum of 2 years of progressively responsible professional experience in human resources management, contract administration, policy analysis, or a related area. Candidates should have experience in contract management, including negotiating and administering contracts, as well as analyzing human resources data and preparing reports. Familiarity with UN system HR policies and procedures is essential, along with experience in job design and classification. Proficiency in using computers and office software packages (such as MS Word and Excel) and experience with web-based management systems is required. Experience in recruitment and selection for affiliate personnel contracts is highly desirable, and familiarity with a modern web-based ERP System, preferably Oracle Cloud, is an asset. Experience working at an international level is also beneficial.

Languages:
Fluency in English is required for this position. Knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is desirable and would be considered an asset.
