  • The Chad and Cameroon missions merged in 2021, with CAR joining this merger in 202
  • The multi-country mission covering Chad, Cameroon, and CAR consists of 10 bases/sub-bases in total. In Chad, SI currently has a coordination base in N'Djamena and three operational bases in Bagasola, Adré, and Iriba. SI also provides emergency humanitarian assistance in the Lake province, focusing on food security, livelihoods, and improving access to water, sanitation, and hygiene services. The organization collaborates with various donors and partners to implement its programs effectively.

Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Country Director will be responsible for the official representation of Solidarités International in Chad, engaging with authorities, financial partners, and other humanitarian actors to ensure the smooth operation of the organization's activities in the country. The Country Director will guarantee the safety of the teams and adherence to SI's internal procedures and the legal framework in place. This role involves contributing to the development of the mission strategy and creating new project proposals. The Country Director will oversee a team of 197 employees, including 25 expatriates, and will manage a budget of 5.6 million euros for Chad in 2025, which is expected to increase in 202
  • The position requires navigating a volatile security context, particularly in the Lake and East regions, and addressing significant administrative constraints. The Country Director will also prioritize the structuring of the mission, enhance security measures, and improve inter-departmental communication and operational programming, especially in the East.

Duties and Responsibilities:
The Country Director's primary duties include:
  • Officially representing Solidarités International in Chad, ensuring effective communication with local authorities, financial partners, and other humanitarian organizations.
  • Ensuring the safety and security of all staff members and compliance with SI's internal procedures and local laws.
  • Contributing to the development of the mission strategy and drafting new project proposals.
  • Managing the operational budget and ensuring financial accountability.
  • Overseeing the structuring of the mission, including improving security measures and equipment at bases, and enhancing communication between departments and bases.
  • Engaging with donors and developing new project proposals.
  • Meeting with authorities to ensure compliance with legal procedures and obtaining necessary authorizations.
  • Updating security protocols and ensuring staff are informed of any changes.
  • Conducting regular visits to operational bases to monitor progress and provide support. 1
  • Addressing challenges related to the volatile security context and administrative constraints.

Required Qualifications:
The ideal candidate for the Country Director position should possess the following qualifications:
  • A Master's degree (bac + 5) in humanitarian project management, international relations, public policy, or a related field.
  • A minimum of 5 years of experience in the humanitarian sector, with at least 0 to 2 years in a similar position.
  • Strong strategic and financial management skills.
  • Proven experience in security management and representation with donors and authorities.
  • Excellent team management and organizational skills.
  • Ability to prioritize tasks and work under pressure.

Educational Background:
Candidates must have a Master's degree (bac + 5) in a relevant field such as humanitarian project management, international relations, or public policy. This educational background is essential for understanding the complexities of humanitarian work and effectively managing projects in challenging environments.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 0 to 2 years in a similar leadership role. This experience is crucial for navigating the challenges of managing humanitarian operations and ensuring effective program implementation.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication in Chad. Proficiency in English is recommended, as it may facilitate communication with international partners and stakeholders. Knowledge of Arabic is considered an asset, as it may enhance engagement with local communities and authorities.

Additional Notes:
The position is a short-term contract with a duration of 6 months, which is renewable. The Country Director will receive a gross monthly salary starting from EUR 3,740, which includes a base salary of EUR 3,400 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 800 will be provided. SI will cover housing costs and travel expenses between the expatriate's home country and the assignment location. During the mission, a work and leave rotation system will be implemented, allowing for 7 working days off every three months, with USD 850 allocated for these breaks. Expatriates will also benefit from comprehensive health insurance covering medical expenses, including dental and optical care, as well as repatriation costs. Vaccination and necessary malaria treatment costs will be reimbursed. Living conditions in N'Djamena are described as pleasant, with access to restaurants, bars, and leisure activities. The security situation in the capital is relatively stable, with few restrictions in the green zone.
