Job Overview: The Senior Technical Officer Education Inclusive (STO EI) will leverage their expertise and skills to contribute to the implementation of the mandate and regional strategy of Humanity & Inclusion (HI). The STO EI will technically support the implementation of three ongoing education projects: the integrated Education/Protection in Emergency project PROSCOLAC phase II in the Lac province, the multisectoral Health-Education project Saha Wa Tarbia in the Kanem, BEG, and Lac provinces, and the Youth Empowerment Support project ALAPAJ Component II in the Mandoul, Logone Oriental, Ouaddai, and Wadi Fira provinces. The STO EI will ensure the optimization of project quality and impact and will be proactive in proposing new actions to enhance education in Chad. Additionally, the STO EI will play a strategic role in raising the visibility of HI's mandate and actions among ministries, particularly the Ministry of National Education and Civic Promotion, as well as other technical and financial partners.
Duties and Responsibilities: The STO EI will have five main missions: 1) Provide specialized expertise in the form of policy guidance and technical support to projects, partners, and programs in accordance with technical frameworks and general standards. This includes contributing to the development of the future regional operational strategy, ensuring its implementation at the program level for Education/Education Inclusive, and providing appropriate technical guidance to project leaders and implementation partners. 2) Ensure technical learning based on globally impactful projects, facilitating the necessary information flow to specialists and contributing to the capitalization of education inclusive projects. 3) Conduct internal technical training in Education/Education Inclusive and transversal themes, contributing to recruitment and validation of technical positions, and ensuring capacity building for national staff. 4) Enhance HI's external technical visibility in Education/Education Inclusive by representing HI's expertise in national sector platforms and developing strategic links through participation in donor meetings, ministries, NGOs, and educational networks. 5) Actively participate in emergency preparedness and response in the Education/Education Inclusive sector, supporting the identification and implementation of preparedness measures.
Required Qualifications: Candidates must have a strong understanding of the Chadian education system and possess solid expertise in supporting vulnerable groups, including children with disabilities, girls, and refugee children. They should be familiar with integrated and multisectoral approaches, such as Safe School and gender considerations. The ability to design and facilitate training and develop capacity-building frameworks is essential. Candidates should also have experience in project design, monitoring, and evaluation, and possess strong interpersonal skills to work effectively with diverse stakeholders both internally and externally.
Educational Background: A Master's degree in education sciences, social sciences, or a related field is required, along with additional training in the field of disability.
Experience: Candidates should have a minimum of 5 years of technical experience in basic education, education in emergency situations, the establishment of innovative models, and the implementation of integrated strategies to combat school exclusion.
Languages: Fluency in French is mandatory, and knowledge of Chadian Arabic or a local language will be considered an asset.
Additional Notes: The position is a 6-month renewable international contract. HI offers a comprehensive social coverage adapted to individual needs, including unemployment insurance for EU nationals, retirement insurance, health coverage, repatriation, and a salary starting from €2448 gross per month based on professional experience. Additional benefits include a net monthly per diem of €817, a hardship allowance of €250 net per month, 25 days of paid leave per year, and 5 days of rest and recuperation every 3 months. The position is non-accompanied, and collective housing is provided by HI. For residents in the country, a local package is offered.
