Job Overview: The Associate Education Officer will play a crucial role in supporting the implementation of the Refugee Education Strategy 2030, which aligns with the Global Compact on Refugees. This position is vital for ensuring that refugees, asylum seekers, returnees, and internally displaced persons have equitable access to quality education. The Associate Education Officer will work under the direct supervision of the Education Officer in N'Djamena, Chad, and will be responsible for coordinating the tertiary scholarship program, developing partnerships with universities, and ensuring that refugee students can access higher education. The role involves significant collaboration with various stakeholders, including the Ministry of Education and local universities, to create a supportive educational environment for refugees. The Associate Education Officer will also be involved in capacity-building initiatives to prepare scholarship recipients for the job market, thereby enhancing their prospects for sustainable futures.
Duties and Responsibilities: The Associate Education Officer will have a comprehensive set of responsibilities, including:
Coordinating the tertiary scholarship program in collaboration with the Ministry of Higher Education and university partners.
Developing and sustaining Memoranda of Understanding (MoUs) with universities to facilitate refugee access to higher education.
Establishing a tripartite MoU to harmonize registration fees and increase student access.
Maintaining effective communication with scholarship candidates and recipients, providing counseling support, and keeping systematic records.
Organizing capacity-building workshops for scholarship recipients to prepare them for the job market.
Identifying internship opportunities for students.
Preparing annual budgets for ongoing and scholarship recipients in collaboration with the Program section.
Producing donor activity reports and managing the database of scholarship recipients.
Monitoring and evaluating the effectiveness of education programs and ensuring compliance with UNHCR policies. 1
Advocating for the rights of refugees to access education and liaising with relevant authorities to address barriers to education.
Required Qualifications: Candidates must possess a University Degree or equivalent in education, social service, or international development. Additionally, they should have relevant work experience, including: - 3 years of relevant experience with an undergraduate degree; or 2 years with a graduate degree; or 1 year with a doctorate. - Proven experience in higher education programs and demonstrated ability in the design, implementation, and coordination of tertiary scholarship education programs. Key competencies include strong project management skills, experience working with local universities, and a solid background in refugee education programs. Candidates should also have excellent communication skills, both written and oral, in French and English, with knowledge of Arabic considered an asset.
Educational Background: The educational background required for this position includes a University Degree in Education, Social Sciences, or a related field. Candidates with advanced degrees (Master's or Doctorate) will be given preference, particularly if they have relevant experience in education or international development. The role emphasizes the importance of having a strong foundation in educational principles and practices, especially in contexts involving refugees and displaced populations.
Experience: The position requires a minimum of 3 years of relevant experience for candidates with an undergraduate degree, 2 years for those with a graduate degree, or 1 year for those with a doctorate.
