Job Overview: The consultant will be based in UNICEF's Port Sudan National Office, reporting to the programme section and collaborating closely with the Global Fund programme and the PSM team. The role requires physical presence in Port Sudan to engage with UNICEF's Programme and Supply colleagues and participate in meetings with the Federal Ministry of Health (FMOH) and the National Malaria Control Programme (NMCP). The consultant will proactively engage with the PSM Technical Working Group (TWG) and stakeholders, coordinating on forecasting, quantification, and last-mile delivery issues. Responsibilities include supporting the scheduling of TWG meetings, taking minutes, and documenting proceedings, as well as leading the update of the Health Product Management Template (HPMT) based on recent analyses. The consultant will also prepare quarterly distribution plans and work with various partners to address stock-outs and other critical PSM issues, ensuring timely communication with NMSF to identify and resolve bottlenecks.
Duties and Responsibilities: The consultant's duties include:
Preparing an inception report with a detailed work plan.
Reporting on meetings held, identifying immediate issues, and proposing remedial actions.
Updating the Health Product Management Template as needed.
Supporting the preparation of quarterly distribution plans in coordination with FMoH and state-level PSM committees.
Facilitating timely remedial actions to address stock-outs and critical PSM issues.
Conducting regular and ad hoc meetings with GF, Local Fund Agent, and other stakeholders.
Developing and updating a tracking sheet to monitor health facilities that have received supplies.
Conducting spot checks to monitor logistics management in targeted facilities.
Required Qualifications: Candidates must possess a Bachelor's degree in pharmacy, with a Master's degree in Public Health, Management, Logistics, or a related field being advantageous. Languages: Fluency in English and Arabic is required for this position, as effective communication with local and international stakeholders is essential for the consultant's success.
