Job Overview: The National Consultant will play a crucial role in developing the Jordan Country Gender Equality Profile (CGEP), which is a key deliverable under the UN System-Wide Gender Equality Acceleration Plan (GEAP). This position involves leading the drafting, analytical, and research components of the CGEP, ensuring that it reflects the latest data and aligns with international frameworks such as CEDAW, SDG 5, and the Beijing Platform for Action. The consultant will work closely with various stakeholders, including the Resident Coordinator Office and the Gender Theme Group, to ensure that the CGEP serves as a central analytical reference on the status of women and girls in Jordan. The consultant is expected to maintain proactive communication and collaboration with all relevant partners to ensure coherence, inclusivity, and high-quality outputs in line with UN standards.
Duties and Responsibilities:
Conduct a desk review and data consolidation, including reviewing existing analytical products and reports, extracting and synthesizing relevant data, and mapping gaps in available evidence.
Prepare the first draft of the CGEP, developing thematic chapters covering legal and institutional frameworks, economic participation, violence against women, political representation, access to services, and peace and security.
Facilitate consultations with the Gender Theme Group, Resident Coordinator Office, and UN partners, incorporating feedback and ensuring diverse stakeholder perspectives are accurately reflected.
Produce a final, high-quality CGEP incorporating all validated inputs and support the preparation of key messages and presentation materials for the CGEP launch.
Ensure alignment with UN system-wide priorities and guidance throughout the process, maintaining proactive communication with all relevant partners.
Required Qualifications:
Master’s degree (or equivalent) in gender studies, development studies, public policy, economics, law, social sciences, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 7 years of progressively responsible experience in research, analysis, and production of flagship knowledge products on women’s rights and equality is required.
Proven track record leading multi-chapter country profiles and translating evidence into actionable guidance for UN planning is required.
Educational Background: A Master’s degree (or equivalent) in gender studies, development studies, public policy, economics, law, social sciences, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional certification in research methods, impact evaluation, monitoring & evaluation, or project/programme management is considered an asset.
Experience: The position requires at least 7 years of progressively responsible experience in research, analysis, and production of flagship knowledge products on women’s rights and equality. Candidates should have demonstrated expertise in gender analysis, national gender policies, and gender mainstreaming across various domains, as well as a proven track record in leading multi-chapter country profiles and assessments.
Languages: Fluency in English and Arabic is required for this position, ensuring effective communication and collaboration with diverse stakeholders.
Additional Notes: This consultancy is home-based but may require travel. The consultant will be expected to deliver various outputs by specified deadlines, with a payment schedule linked to the completion of deliverables.
