Job Overview:
The Humanitarian Access and Safety (HAS) Adviser plays a crucial role in ensuring a principled humanitarian response in the Darfur Area Offices of NRC. The adviser is responsible for providing guidance on HAS policies, procedures, and best practices, particularly in the absence of the HAS Manager. The role requires extensive travel within Sudan and involves conducting cross-border operations to build the capacity of HAS teams. The adviser will also ensure compliance with NRC's minimum HAS standards and contribute to the development and updating of HAS strategies, plans, and standard operating procedures (SOPs). The position demands a proactive approach to mitigating risks associated with humanitarian operations, ensuring that staff and programs can operate safely and effectively in challenging environments.

Duties and Responsibilities:
The duties and responsibilities of the Humanitarian Access and Safety (HAS) Adviser include advising the HAS Manager on the implementation of NRC's Global HAS Management System at the country level, preparing and developing status reports, providing technical support in the recruitment of HAS staff, and conducting mandatory training courses for NRC staff. The adviser will analyze security and access developments, contribute to the development of country HAS documents, and oversee Security Risk Assessments (SRAs). Specific responsibilities also include ensuring that communication systems are functional, developing field-based HAS SOPs, conducting HEIST training, supporting program activities, and providing security briefings for staff travel. The adviser will represent NRC in operational forums and clusters, ensuring adherence to NRC policies and procedures, particularly regarding HAS.

Required Qualifications:
Candidates for the Humanitarian Access and Safety (HAS) Adviser position must possess a minimum of four years of experience in the field of security, with demonstrated experience in collaborating with country managers and developing effective security risk management teams. A bachelor's degree in a relevant field is required, along with a strong understanding of NRC's HAS policies and procedures. Candidates should have advanced knowledge of humanitarian security risk assessment and management, as well as documented results related to the position's responsibilities. Previous experience in complex and volatile contexts is essential, along with substantial training experience and advanced report writing skills. Fluency in English, both written and verbal, is mandatory, while knowledge of Arabic is desired.
