Job Overview:
The Finance Officer position at DRC is crucial for supporting the Finance Manager in various financial operations, including budget development, management, and compliance with donor and organizational financial requirements. The Finance Officer will be responsible for ensuring the timely submission of financial reports to donors and internal stakeholders. This role requires a strong understanding of accounting principles and practices, as well as the ability to monitor and manage project transactions effectively. The Finance Officer will also play a key role in budget control, planning, and reporting, working closely with budget holders to ensure accurate financial tracking and reporting. Additionally, the Finance Officer will support financial audits and maintain productive communication with auditors and colleagues across different departments and offices. This position is essential for maintaining the financial integrity of DRC's operations in Syria and ensuring that resources are utilized efficiently and effectively to meet the needs of displaced populations.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of duties and responsibilities, including but not limited to: conducting monthly reviews of project transactions and proposing adjustments to ensure eligibility of expenditures; maintaining an adequate filing system for financial documents; monitoring accounts in assigned areas such as Accounts Payable; suggesting improvements in accounting practices; allocating intercompany, prepayment, and shared costs among projects; coordinating the settlement of accounting ledgers at the end of the month; developing and implementing shared cost tools; liaising with budget holders for regular budget monitoring; preparing and maintaining budget control tools; assisting in issuing donor reports; allocating and reconciling monthly salaries; supporting the development of new proposals with financial information; and coordinating inputs for financial audits from finance, procurement, and HR departments. The Finance Officer will also engage with auditors and maintain effective communication with DRC colleagues across various offices.

Required Qualifications:
Candidates for the Finance Officer position must possess a minimum of 2 years of relevant work experience in finance or accounting, with at least 1 year of experience in an international non-governmental organization (INGO). A solid understanding of accrual accounting is essential, along with advanced proficiency in Excel and basic proficiency in PowerPoint and Word. The ideal candidate should demonstrate the ability and willingness to learn complex accounting tasks and be a team player capable of handling tight deadlines in a dynamic environment. Preferred qualifications include experience with robust ERP systems and familiarity with financial audits.

Educational Background:
A university degree in Finance, Accounting, Business, or an equivalent professional qualification is required for this position. This educational background provides the necessary foundation for understanding financial principles and practices essential for the role of Finance Officer.

Experience:
The position requires a minimum of 2 years of relevant work experience in finance or accounting, with at least 1 year of experience in an INGO setting. Candidates should have a solid understanding of accrual accounting and demonstrate advanced proficiency in Excel, as well as basic skills in PowerPoint and Word. The ability to learn complex accounting tasks and work effectively under tight deadlines in a dynamic environment is crucial. Preferred experience includes familiarity with robust ERP systems and involvement in financial audits.

Languages:
Fluency in Arabic is mandatory for this position, along with advanced proficiency in English. These language skills are essential for effective communication with stakeholders, donors, and team members in a multicultural environment.

The contract length for this position is up to 30 June 2026, with the possibility of renewal based on performance and funding availability. The position is classified as non-management at level H1, and it is located in Damascus, Syria. The expected start date for the successful candidate is 1 March 202
