Job Overview:
The MEAL Manager will play a crucial role in operationalizing and managing the Monitoring, Evaluation, Accountability, and Learning (MEAL) unit within DRC Uganda. Reporting to the Head of Programme, the MEAL Manager will ensure compliance with DRC procedures and guidelines while implementing effective MEAL strategies and global standards. This position requires a strong focus on mainstreaming MEAL throughout the Project Cycle Management (PCM) and reinforcing quality program management. The role involves providing technical guidance to country operations, overseeing MEAL activities, and managing a team that includes an Accountability and Learning Specialist and an Information Management Specialist. The MEAL Manager will also engage in strategic planning, develop MEAL tools, and foster collaborative relationships with stakeholders to enhance program quality and accountability.

Duties and Responsibilities:
The MEAL Manager will be responsible for a wide range of duties, including:
  • Developing and leading MEAL strategies and tools to ensure effective implementation of MEAL practices.
  • Participating in strategic planning and annual reviews, assisting program staff in developing annual plans and strategies based on evidence.
  • Leading the adaptation of DRC's MEAL model to local contexts and projects.
  • Identifying and planning for the necessary human and financial resources for MEAL activities.
  • Ensuring compliance with data protection regulations and leading capacity-building initiatives for staff.
  • Engaging in quality monitoring throughout the PCM, including developing MEAL plans and tracking tools.
  • Establishing monitoring processes and tools at various levels to enhance program quality and evidence generation.
  • Planning and managing data collection processes, ensuring ethical principles are upheld.
  • Leading analysis and reporting of MEAL data, including qualitative and quantitative assessments. 1
  • Implementing community engagement mechanisms and improving accountability processes. 1
  • Supporting evaluations and research initiatives to inform decision-making and program improvements.

Required Qualifications:
Candidates must possess a Master's degree in Monitoring and Evaluation, Data Analytics, International Development, Social Sciences, Statistics, or a related field. Additionally, they should have at least 6 years of relevant work experience in monitoring, evaluation, accountability, and learning within humanitarian and development contexts, with a minimum of 2 years in a management role. Experience working with international NGOs, UN agencies, and local authorities in refugee settings or emergencies is essential. A strong understanding of MEAL principles, database management, and reporting is required, along with demonstrated experience in working with various donor requirements. Candidates should also have a solid grasp of Core Humanitarian Standards (CHS) and the ability to apply ethical standards in their work.

Educational Background:
A Master's degree in a relevant field such as Monitoring and Evaluation, Data Analytics, International Development, Social Sciences, or Statistics is required for this position. This educational background will provide the necessary theoretical foundation and practical skills needed to effectively manage MEAL activities and contribute to the organization's strategic goals.

Experience:
The ideal candidate should have a minimum of 6 years of relevant work experience in monitoring, evaluation, accountability, and learning, specifically within humanitarian and development programs. At least 2 years of this experience should be in a management role, demonstrating the ability to lead teams and manage complex projects effectively. Experience working with international NGOs, UN agencies, and local authorities in contexts involving migrants or refugees is highly desirable, as is familiarity with donor requirements and reporting processes.

Languages:
Full professional proficiency in English is mandatory for this position. Candidates with additional language skills, particularly in local languages spoken in Uganda or other relevant languages, will be considered advantageous, as this can enhance communication with diverse stakeholders and communities.

Additional Notes:
The position is based in Kampala, Uganda, with a contract length of 11 months and a minimum of 30% travel to other DRC offices. The start date is as soon as possible, and the salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees.
