Job Overview: The Engineer/Architect position is situated within the Management Services Unit of the WFP Haiti Country Office (HTCO) and is crucial for the effective execution of engineering projects and activities. The role requires a competent civil engineer or architect who will be responsible for a variety of tasks, including engineering design and review, project management, and construction procurement processes. The successful candidate will engage in contract management for construction activities and provide technical support to WFP’s operations in Haiti. This position not only demands technical expertise in engineering but also requires strong leadership skills to manage the engineering team effectively. The Engineer/Architect will be expected to travel to field locations as necessary, ensuring that WFP's engineering standards and practices are upheld in all projects. The role is pivotal in ensuring that the organization’s infrastructure projects are completed on time, within budget, and to the required quality standards, thereby directly contributing to WFP's mission of providing humanitarian assistance.
Duties and Responsibilities: The Engineer/Architect will be responsible for a comprehensive range of duties, including but not limited to: providing advice and support on engineering services and construction activities; managing project proposals to ensure technical feasibility; conducting detailed designs in accordance with international standards; participating in design reviews and providing recommendations; developing project budgets and cost estimations; preparing construction contract documentation; supporting the engineering team with tender packages and evaluations; undertaking field missions to support projects; attending meetings and preparing reports; liaising with stakeholders; supervising construction works; establishing project performance monitoring procedures; assisting with procurement matters; and ensuring quality assurance throughout the design and construction phases. The Engineer/Architect will also be expected to operate computer-assisted engineering software and undertake any other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a university degree in Civil Engineering, Architecture, Construction Management, or a related field. A professional license as a 'Professional Engineer' or 'Chartered Engineer' is preferred but not mandatory. The ideal candidate should have a strong background in engineering design, construction management, and contract management, with a detailed understanding of public procurement procedures and international construction contract formats. Good communication and leadership skills are essential, as is the ability to work collaboratively in a team environment. Knowledge of health and safety regulations and quality control processes is also required.
Educational Background: A university degree in Civil Engineering, Architecture, or Construction Management is required for this position. Candidates with additional certifications or licenses in engineering or architecture will be viewed favorably. Continuous professional development and training in relevant fields will also be beneficial.
Experience: A minimum of 10 years of relevant civil engineering experience is required, with progressively responsible roles in various contexts. Experience working in humanitarian settings and under challenging conditions with limited infrastructure is essential. Candidates should demonstrate experience in health and safety management and quality control, as well as a proven track record in managing engineering projects and teams.
Languages: Professional fluency in English (level C) is mandatory for this position. Knowledge of additional UN languages, particularly French, is considered an advantage and may enhance the candidate's suitability for the role.
Additional Notes: This position is a consultancy role with a duration of 12 months, based in Port-au-Prince, Haiti. The role is full-time and may require travel to field locations.
