Job Overview:
The consultant will support the National Council for Childhood and Motherhood (NCCM) in reviewing its internal structure and developing a governance framework to operationalize its revised mandate. This role involves setting the mandate for newly introduced structures, such as NCCM branches and the case management unit, and developing a reviewed version of the National Case Management Standard Operating Procedures (SOPs). The consultant will provide technical guidance on child protection system interlinkages and coordination, ensuring a participatory approach that involves all relevant stakeholders through individual and group consultations. The consultant's work will be crucial in enhancing the operational efficiency and effectiveness of NCCM in fulfilling its mandate.

Duties and Responsibilities:
  • Support NCCM in reviewing its internal structure and developing a governance framework to operationalize its reviewed mandate, including conducting a desk review of the NCCM's internal structure, functions, and mandates, and holding consultations with the NCCM team.
  • Develop a governance framework that incorporates the revised version of the NCCM structure and hold review sessions to finalize the document.
  • Identify the role of the observatory in data exchange among key governmental data producers and users, and develop a reporting system for the observatory.
  • Assist NCCM in setting the mandate of newly introduced structures, including conducting a desk review of relevant documentation and holding consultations to draft and finalize the mandate and structure of identified functions.
  • Review the National Case Management SOPs, incorporating newly established structures, through desk reviews and consultations with key stakeholders, and finalize the updated SOPs.
  • Provide technical guidance on Information Management Systems (IMS) and digital transformation efforts.
  • Offer overall technical guidance on child protection system interlinkages and coordination through consultations as needed.

Required Qualifications:
The position requires a PhD in a relevant specialization such as public policy, organizational planning, or public administration. Candidates must have a minimum of 25 years of experience in similar projects focused on reforming government structures, with a well-rounded knowledge of the Egyptian governmental structure and administrative development. Hands-on experience with Egyptian cabinet divisions, mandates, and interlinkages is essential, along with advanced knowledge of IMS architectures. Previous experience with UN organizations is considered an asset. Fluency in both English and Arabic is mandatory.

Educational Background:
Candidates must possess a PhD in a relevant field, such as public policy, organizational planning, or public administration, which provides the necessary theoretical and practical foundation for the role.

Experience:
The role requires a minimum of 25 years of experience in similar projects, particularly those focused on reforming government structures.
