Job Overview: The Programme Analyst - Women’s Economic Empowerment is a field-based position stationed in Dolow, Somalia, responsible for providing technical leadership, program management, and coordination across all Women’s Economic Empowerment (WEE) components under the Strengthening the Resilience of Displaced and Host Communities in Dolow (SRDHT) programme. This role involves ensuring high-quality, gender-responsive implementation aligned with national strategies and local resilience priorities. The Programme Analyst will work closely with the Programme Specialist and Country Programme Manager, contributing to UN Women’s LEAP flagship programming and supporting humanitarian interventions across Somalia. The position requires a strong focus on technical guidance in areas such as employability, entrepreneurship, financial inclusion, and community engagement, ensuring that all interventions are informed by thorough assessments and analyses.
Duties and Responsibilities:
Contribute to the development of programme strategies in Women’s and Youth Economic Empowerment, Gender Equality and Leadership by leading the planning and implementation of activities in alignment with the SRDHT framework.
Provide technical support for the implementation and management of the WEE-GEWE programme, ensuring effective delivery of market-oriented skills training and capacity building for women and youth.
Offer ongoing technical coaching and capacity support to implementing partners, enhancing their ability to deliver on programme objectives.
Conduct routine field monitoring of training centres and women’s business groups, ensuring timely and accurate data collection for reporting.
Monitor expenditures and budget utilization for WEE activities, ensuring compliance with financial standards.
Strengthen partnerships with government authorities and private sector institutions to enhance sustainability and resource mobilization.
Collaborate with UN agencies to ensure coordinated delivery of livelihoods and resilience interventions.
Facilitate community forums promoting women’s leadership and participation, capturing knowledge generated through programme implementation.
Required Qualifications: A Master’s degree (or equivalent) in Gender Studies, Economics, Development Studies, Social Sciences, Public Policy, Business Administration, Rural Development, International Development, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as Gender Studies, Economics, or International Development. A first-level university degree combined with additional qualifying experience may also be considered. Certification in project/programme management is preferred.
Experience: At least 2 years of progressively responsible experience in development programme or project implementation is required. This includes experience in coordination, monitoring and evaluation, reporting, and capacity building. Candidates should have experience in women’s economic empowerment programming and working with government institutions or civil society organizations. Experience in humanitarian or displacement-affected contexts is an asset.
Languages: Fluency in English and Somali is required for this position. These language skills are essential for effective communication and engagement with local communities and stakeholders.
