Job Overview: The Infrastructure Coordinator will play a crucial role in overseeing ongoing infrastructure projects within the UNDP framework in Timor-Leste. This position requires technical oversight to ensure compliance with UNDP regulations while fostering partnerships and mobilizing resources. The Coordinator will work closely with Project Managers, civil engineers, and procurement teams to ensure that all tender documents are comprehensive and adhere to the necessary standards. The role emphasizes the importance of sustainable design principles and the integration of sustainability into all operations, ensuring that projects are not only compliant with local and international standards but also contribute positively to the environment and community.
Duties and Responsibilities: The Infrastructure Coordinator will be responsible for reviewing and approving tender documents, ensuring they include complete design packages with Bill of Quantities, Scope of Works, technical drawings, and specifications. The Coordinator must ensure compliance with UNDP rules, national building codes, and international standards. They will verify that design services incorporate all necessary engineering disciplines and that sustainability is integrated into all operations. The Coordinator will oversee the work of Project Engineers, ensuring robust supervision and quality control during construction phases. Additionally, the role involves supporting resource mobilization efforts, conducting site visits, and participating in coordination meetings with various stakeholders.
Required Qualifications: Candidates must possess a strong understanding of infrastructure project management, including procurement processes and contract management. They should have experience in sustainable design and engineering principles, as well as a commitment to the United Nations Global Compact principles. Strong communication and leadership skills are essential, along with the ability to work collaboratively with diverse teams and stakeholders.
Educational Background: A degree in civil engineering, architecture, or a related field is required. Advanced degrees or certifications in project management or sustainable development are highly desirable.
Experience: Candidates should have a minimum of 5 years of experience in infrastructure project management, with a proven track record of overseeing complex projects in compliance with international standards. Experience working in developing countries or with UN agencies is an advantage.
Languages: Fluency in English is mandatory, while knowledge of Portuguese or Tetum is considered an asset. Proficiency in other languages may also be beneficial depending on the project requirements.
Additional Notes: This position is based in East Timor and may involve travel to project sites. The role is full-time, and the successful candidate will be expected to adapt to the local living conditions, which include a warm coastal climate and limited medical facilities. The UNV Field unit will assist with initial accommodation arrangements.
