In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:

> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Expert position is crucial for supporting the State Emergency Service of Ukraine (SESU) and the State Border Guard Service of Ukraine (SBGSU) in conducting Gender Audits (GAs) to integrate gender equality into their internal policies and processes. The role involves providing expert, coordination, and technical support to ensure that gender equality is effectively incorporated into the SESU and SBGSU's operations. The National Experts will work closely with these organizations to develop a detailed roadmap for conducting GAs, facilitate discussions and consultations, analyze internal documents and policies, and conduct workshops to raise awareness about gender issues. This position is vital for advancing the Women, Peace, and Security agenda in Ukraine and ensuring that women's rights are upheld in the security and defense sectors.
Duties and Responsibilities: The National Experts will be responsible for a variety of tasks, including:
Developing a detailed roadmap for conducting Gender Audits in consultation with SESU and SBGSU working groups.
Facilitating expert discussions and technical meetings to develop proposals for conducting GAs.
Reviewing and adjusting the GA methodology based on existing guidelines.
Analyzing internal documents, policies, and sex-disaggregated data related to gender equality within SESU and SBGSU.
Preparing and conducting workshops to raise awareness and strengthen institutional memory regarding gender issues.
Developing questionnaires and guides for primary data collection, including interviews and surveys.
Conducting detailed analyses of collected data to identify differences by sex and age.
Drafting and presenting reports on GA findings, including recommendations and lessons learned.
Facilitating the development or revision of SESU and SBGSU plans based on GA recommendations. 1
Preparing monthly reports on task implementation and results achieved.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in fields such as public administration, law, social science, security and defense, international relations, international human rights, or gender studies. They should have at least five years of relevant work experience in human rights, gender equality, governance, or related fields. Proven experience in conducting gender assessments and providing advisory support to government institutions on gender equality issues is essential. Candidates should also have experience coordinating meetings and consultations with government officials and a strong understanding of human rights and gender equality commitments in Ukraine.
Educational Background: An advanced university degree (Master's degree or equivalent) in relevant fields such as public administration, law, social science, security and defense, international relations, international human rights, or gender studies is required for this position. This educational background is essential for understanding the complexities of gender issues within the context of governance and public administration.
Experience: The position requires at least five years of relevant work experience in areas such as human rights, gender equality, governance, and public administration. Candidates should have a proven track record in planning and conducting gender assessments, gender analyses, and evaluations, as well as experience working with gender-sensitive data. Previous experience providing technical support to government institutions on gender equality and women's empowerment is also necessary.
Languages: Fluency in both Ukrainian and English is mandatory for this position. This language proficiency is crucial for effective communication and reporting, as all reports must be submitted in English, while supporting documents can be in Ukrainian.

Payments will be made monthly upon submission and approval of reports, with remuneration based on the UN salary scale. National Experts are expected to use their own computers and will receive background materials from UN Women, SESU, and SBGSU. They must also complete a mandatory one-day first aid training at the beginning of the assignment.
