Job Overview: The National Expert position at UN Women involves providing expert, coordination, and technical support to the State Emergency Service of Ukraine (SESU) and the State Border Guard Service of Ukraine (SBGSU) in conducting Gender Audits (GAs). The role requires the National Experts to develop a detailed roadmap for the GA, facilitate discussions and consultations, review and adjust GA methodologies, analyze internal documents and policies, and prepare workshops to raise awareness among SESU and SBGSU personnel. The National Experts will also be responsible for developing questionnaires for primary data collection, conducting interviews, analyzing collected data, and drafting reports with key findings and recommendations. This position is crucial for integrating gender equality into the internal policies and structures of SESU and SBGSU, ensuring equal rights and opportunities for women and men within these services.
Duties and Responsibilities: The National Experts will undertake a variety of tasks, including:
Developing a detailed roadmap for conducting the Gender Audit in consultation with SESU and SBGSU working groups.
Facilitating expert discussions and technical meetings to develop proposals for conducting GAs.
Reviewing and adjusting the GA methodology as needed based on existing guidelines.
Analyzing internal documents, policies, and sex-disaggregated data related to gender equality within SESU and SBGSU.
Preparing and conducting workshops to raise awareness among SESU and SBGSU personnel involved in the GA.
Developing a questionnaire and guide for primary data collection, including key informant interviews and online surveys.
Conducting detailed analysis of collected primary data, including multivariable analysis.
Drafting and presenting the GA report with findings, recommendations, and lessons learned.
Facilitating the development or revision of SESU and SBGSU plans based on GA recommendations. 1
Preparing monthly reports on the implementation of tasks and results achieved.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as public administration, law, social science, security and defence, international relations, international human rights, or gender studies. Additionally, candidates should have at least five years of relevant work experience in human rights, gender equality, governance, public administration, or related fields. Proven experience in conducting gender assessments, gender analyses, and working with gender-sensitive data is essential. Candidates should also have experience in providing advisory support to government institutions on gender equality and women's empowerment issues, as well as coordinating meetings and consultations with government officials.
Educational Background: The educational requirement for this position is an advanced university degree, specifically a Master’s degree or its equivalent, in relevant fields such as public administration, law, social science, security and defence, international relations, international human rights, or gender studies. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks surrounding them.
Experience: The position requires candidates to have a minimum of five years of relevant work experience. This experience should be in areas such as human rights, gender equality, governance, public administration, or related fields. Candidates should demonstrate proven experience in planning and conducting gender assessments and analyses, as well as working with gender-sensitive data. Previous experience in providing technical support to government institutions on gender equality and women's empowerment is also necessary.
Languages: Fluency in both Ukrainian and English is mandatory for this position. Proficiency in these languages is essential for effective communication, report writing, and conducting interviews during the Gender Audit process. Knowledge of additional languages may be considered an asset but is not explicitly required.
Additional Notes: This consultancy position is home-based, with the expectation of visits to SESU, SBGSU, and UN Women offices as needed. The gender audit is scheduled to take place from January 12 to June 11, 2026, for SESU, and from June 12 to November 11, 2026, for SBGSU. Payments will be made monthly upon submission and approval of reports, with remuneration based on the UN salary scale. National Experts are expected to use their own computers for the assignment and will receive background materials from UN Women, SESU, and SBGSU. Additionally, they must complete a mandatory one-day individual first aid training at the beginning of the assignment.
