In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The National Experts will play a crucial role in supporting the State Security Service of Ukraine (SSSCIPU) in conducting a Gender Audit (GA) as part of the broader initiative to integrate gender equality into the internal policies and structures of the SSSCIPU. This position requires the experts to provide technical advice, facilitate workshops, and develop methodologies for data collection and analysis. The National Experts will work closely with the SSSCIPU and UN Women to create a detailed roadmap for the GA, facilitate discussions, and ensure that the audit is conducted effectively. They will analyze internal documents and policies, conduct interviews, and prepare reports that include key findings and recommendations for improving gender equality within the SSSCIPU. The role is essential for advancing gender equality in the security and defense sector in Ukraine, particularly in light of ongoing reforms and commitments to international standards.
Duties and Responsibilities: The National Experts will be responsible for a variety of tasks, including: developing a detailed roadmap for conducting the Gender Audit in consultation with the SSSCIPU and UN Women; facilitating expert discussions and technical meetings; reviewing and adjusting the GA methodology as needed; analyzing internal documents and policies related to gender equality; preparing and conducting workshops for SSSCIPU personnel; developing questionnaires and guides for primary data collection; conducting interviews and collecting primary data; analyzing collected data and drafting reports; facilitating the development of plans and strategies based on GA recommendations; and preparing monthly reports on the implementation of tasks and results achieved. The experts will also be expected to provide ongoing technical support and advice throughout the audit process.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as public administration, law, social science, security and defense, international relations, international human rights, or gender studies. They should have at least five years of relevant work experience in human rights, gender equality, governance, public administration, or related fields. Proven experience in conducting gender assessments, gender analyses, and working with gender-sensitive data is essential. Additionally, candidates should have experience providing advisory support to government institutions on gender equality issues and coordinating meetings with government officials. A strong understanding of human rights and gender equality commitments in Ukraine is also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as public administration, law, social science, security and defense, international relations, international human rights, or gender studies is required for this position. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks surrounding them.
Experience: Candidates should have a minimum of five years of relevant work experience in areas such as human rights, gender equality, governance, public administration, or research and development. This experience should include proven capabilities in planning and conducting gender assessments and analyses, as well as providing technical support to government institutions on gender equality and women's empowerment. Experience in coordinating meetings and consultations with government officials is also necessary, along with a solid understanding of national and international commitments to gender equality and women's empowerment in Ukraine.
Languages: Fluency in both Ukrainian and English is mandatory for this position. This proficiency is essential for effective communication and reporting, as well as for conducting interviews and workshops with stakeholders. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: This consultancy position is home-based, with occasional visits to the SSSCIPU and UN Women offices as needed. The financial arrangements include monthly payments based on the submission and approval of reports. The level of remuneration will be determined according to the UN salary scale. National Experts are expected to work using their own computers and will receive background materials from UN Women and SSSCIPU. They must also complete a mandatory one-day individual first aid training at the beginning of the assignment. All reports must be submitted in English, while supporting documents can be in Ukrainian.
