UN Women, established in July 2010, is the United Nations Entity for Gender Equality and the Empowerment of Women. It was created as part of the UN reform agenda to consolidate resources and mandates for greater impact in the area of gender equality and women's empowerment. UN Women merges the work of four previously distinct parts of the UN system that focused on gender issues, namely DAW, OSAGI, INSTRAW, and UNIFEM. Job Overview:
The National Experts will play a crucial role in supporting the Security and Defence Sector of Ukraine by conducting a Gender Audit (GA) of the central and territorial units and divisions of the SSSCIPU. This position requires the experts to provide technical advice, facilitate discussions, and develop methodologies for the GA. The National Experts will be responsible for analyzing internal documents, conducting workshops, and collecting primary data to assess the current state of gender equality within the SSSCIPU. They will also draft reports and recommendations based on their findings, contributing to the development of an Institution Action Plan for implementing the GA recommendations. This role is essential for integrating gender equality into the internal policies and processes of the SSSCIPU, ensuring equal rights and opportunities for women and men in the security and defense sector.

Duties and Responsibilities:
The National Experts will be tasked with developing a detailed roadmap for conducting the Gender Audit, facilitating expert discussions and consultations, reviewing and adjusting the GA methodology, analyzing internal documents and policies, preparing and conducting workshops, developing questionnaires for primary data collection, conducting interviews, analyzing collected data, drafting reports with key findings and recommendations, facilitating the development of plans and strategies based on GA recommendations, and preparing monthly reports to UN Women and the SSSCIP. The experts will work closely with the SSSCIPU and UN Women to ensure that the GA is conducted effectively and that the findings are utilized to improve gender equality within the organization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in public administration, law, social science, security and defence, international relations, international human rights, gender studies, or related fields. They should have at least five years of relevant work experience in human rights, gender equality, governance, public administration, research and development, or related fields. Proven experience in planning and conducting gender assessments, gender analyses, and gender-responsive evaluations is essential. Additionally, candidates should have experience providing advisory and technical support to government institutions on gender equality and women's empowerment issues, as well as coordinating meetings and consultations with government officials.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields such as public administration, law, social science, security and defence, international relations, international human rights, gender studies, or related disciplines is required for this position. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks surrounding them.

Experience:
Candidates should have a minimum of five years of relevant work experience in fields related to human rights, gender equality, governance, public administration, or research and development. This experience should include proven capabilities in conducting gender assessments and analyses, as well as providing technical support to government institutions on gender equality and women's empowerment.

Languages:
Fluency in both Ukrainian and English is mandatory for this position. Proficiency in these languages is essential for effective communication, report writing, and conducting interviews and workshops.

Additional Notes:
This consultancy position is home-based, with occasional visits to the SSSCIPU and UN Women offices as needed. Financial arrangements will involve monthly payments based on the submission and approval of monthly reports, with remuneration defined according to the UN salary scale. National Experts are expected to work using their own computers and will receive background materials from UN Women and SSSCIPU. They are also required to undergo a one-day individual first aid training at the beginning of the assignment, subject to availability. All reports must be submitted in English, while supporting documents can be in Ukrainian.
