Job Overview:
The Associate Fuel Officer position is crucial for managing the supply of petroleum, oils, and lubricants (POL) to the United Nations mission in South Sudan. This role involves assisting the Chief of the Fuel Unit in overseeing fuel management operations, ensuring compliance with contracts, and implementing fraud prevention measures. The officer will be responsible for monitoring fuel consumption, maintaining accurate records, and analyzing data to identify trends. The position requires collaboration with various stakeholders, including the Field Technology Section and Engineering, to ensure the effective deployment of fuel management systems. The Associate Fuel Officer will also supervise staff, provide training, and contribute to budget planning and contract management, making this a multifaceted role that combines technical expertise with managerial responsibilities.

Duties and Responsibilities:
The Associate Fuel Officer will have a wide range of responsibilities, including: assisting in the management of fuel supply to the mission; administering outsourced contracts for POL; developing and implementing the Mission Fuel Fraud Prevention Plan; monitoring fuel consumption and ensuring accuracy in reporting; supervising the Fuel fraud and loss prevention Cell; investigating fuel consumption anomalies; maintaining strategic reserves; authorizing bulk fuel issues; reconciling POL stock holdings; ensuring internal control systems are functioning effectively; generating fuel consumption analyses; liaising with the Contract Management Unit; collecting and analyzing data for decision-making; implementing the Unit's work program; and performing other related duties as required. This role demands a proactive approach to problem-solving and a commitment to maintaining high standards of accountability and efficiency.

Required Qualifications:
Candidates must possess a strong understanding of supply operations, contract management, and data analysis. The position requires professionalism, teamwork, and technological awareness. The ideal candidate should demonstrate the ability to analyze data effectively, communicate findings to management, and work collaboratively with colleagues. Educational Background:
An advanced university degree (master’s or equivalent) in engineering (civil, chemical, mechanical), information technology (computer science), business administration, management, or related fields is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additional qualifications in data analytics, business analytics, or data science are desirable, as well as a certificate or diploma in Oil and Gas.

Experience:
Candidates should have a minimum of two years of progressively responsible professional experience in supply chain management, project/contract management, or logistics support, preferably in the petroleum sector. Experience with data analytics, Enterprise Resource Planning (ERP) tools, and Electronic Fuel Systems analysis is highly desirable. Familiarity with international peacekeeping operations and fuel consumption monitoring tools will be an advantage.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations. Knowledge of another official United Nations language, such as French, is considered an advantage and may enhance a candidate's profile.
