Job Overview: The Deputy Country Representative is responsible for the day-to-day management of the UN Women Country Office in South Sudan. This role involves substantial contributions to the design, implementation, management, and oversight of the country programme, ensuring effective delivery of results as outlined in UN Women’s Strategic Plan and Country Office plans. The Deputy Country Representative will manage the programme and operations team, providing guidance on strategic areas, and ensuring compliance and accountability in programme monitoring, reporting, and evaluation. The position requires collaboration with various stakeholders, including government entities, UN agencies, and civil society, to promote gender equality and women's empowerment in South Sudan. The incumbent will also represent UN Women in UN system coordination, focusing on programming and resource mobilization strategies, while advocating for the organization's mandate in various forums.
Duties and Responsibilities:
Manage the programme and operations team, including finalizing annual workplans and overseeing the management of resources.
Provide advisory and specialized technical support on the strategic direction of the office, including policy document development.
Represent UN Women in UN system coordination, collaborating with the Resident Coordinator and other UN entities.
Provide technical support in creating strategic partnerships and resource mobilization strategies.
Advocate for UN Women in various events and meetings, developing public communication strategies.
Manage personnel under supervision, providing guidance and performance feedback.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: A Master’s degree in international development, public administration, public policy, or other relevant social science fields is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage. Candidates must possess excellent programme formulation, implementation, monitoring, and evaluation skills, along with the ability to develop operational plans and budgets. Strong leadership, analytical, and negotiation skills are essential, as well as knowledge of Results Based Management and the UN system.
Educational Background: Candidates must hold a Master’s degree in relevant fields such as international development, public administration, or public policy. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is desirable.
Experience: At least 7 years of progressively responsible professional experience in strategic and managerial leadership in development programmes, with a strong focus on gender equality and women's empowerment. Field-based experience working with multi-cultural teams is required, along with experience in leading and coaching staff in international settings. Proficiency in using computers and office software, as well as experience with web-based management systems, is necessary.
Languages: Fluency in English is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
Additional Notes: The position is full-time and involves managing a team of 8 personnel.
