Job Overview:
The Director of Programs (DoP) is a pivotal role within Mercy Corps, responsible for shaping and leading the organization's programmatic efforts in South Sudan. The DoP will oversee the entire program portfolio, ensuring alignment with the country strategy and effective coordination among various teams. This position requires a proven leader who can engage with donors and partners to drive business development initiatives. The DoP will work closely with the Country Director to develop new programs and strategies, ensuring high-quality program delivery and accountability. The role also involves managing a diverse team, fostering an environment of collaboration and innovation, and representing Mercy Corps in various external engagements.

Duties and Responsibilities:
The DoP will be responsible for several key areas, including:
  • Strategy and Vision: Supporting the Country Director in communicating a clear vision for program goals, mobilizing resources, and fostering an environment for innovative action and collaboration.
  • Program Development: Leading the identification of new initiatives and program opportunities, providing overall leadership to program teams, and cultivating strategic partnerships with donors.
  • Program Performance and Quality: Ensuring adherence to grant agreements and Mercy Corps policies, overseeing program performance, and implementing quality control measures.
  • Team Management: Managing the performance of program leaders, establishing measurable objectives, and providing mentorship and capacity building.
  • Influence and Representation: Building productive relationships with stakeholders, representing Mercy Corps at coordination meetings, and identifying strategic partnerships.

Required Qualifications:
Candidates must possess a BA/S or equivalent in International Development or a relevant field, with an MA preferred. They should have 5 to 7 years of management experience, particularly in program development, community-based project design, assessment, evaluation, and grants management. Experience in donor engagement and managing consortiums with international partners is essential, along with a proven track record in managing donor funding and developing proposals. Strong analytical and strategic planning skills, as well as the ability to lead and manage teams throughout the program cycle, are necessary. Effective communication, organizational, and multitasking skills are also required.

Educational Background:
The educational background required for this position includes a BA/S in International Development or a related field, with a preference for candidates holding a Master's degree. This educational foundation should provide the necessary knowledge and skills to navigate the complexities of international development and humanitarian work.

Experience:
The position requires a minimum of 5 to 7 years of relevant management experience, particularly in program development and implementation. Candidates should have overseas experience, ideally working with diverse, multicultural teams, and a proven ability to manage donor relationships and compliance. Experience in emergency response and development programs is also highly valued.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within Mercy Corps and with external stakeholders. Additional language skills relevant to the local context may be considered an asset but are not mandatory.

This is a senior-level position based in Juba, South Sudan. The role involves full-time commitment and may require occasional travel within the country. Mercy Corps provides individual accommodation in a basic apartment, which is equipped for comfort. The living conditions can be challenging due to the hot and humid climate, and medical facilities are basic.
