Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Adviser operates within the UN Security Management System framework, reporting to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Representative, and working closely with the APR Regional advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor and the UNOPS Chief of Security. This role is pivotal in delivering effective security services that facilitate the safe execution of local programs and operations in Myanmar. The adviser is expected to foster a compliance-oriented and client-focused approach that aligns with UNOPS regulations and the UN Security Management System. The position requires close collaboration with UNOPS personnel to address and resolve security-related challenges, ensuring that all operations are conducted safely and efficiently.

Duties and Responsibilities:
The Field Security Adviser is responsible for a wide range of duties, including but not limited to: conducting risk analyses that encompass security, geopolitical, political, legal, and financial risks; advising project managers on safety and security matters; developing security risk assessments and mitigation strategies; reviewing project proposals from a security standpoint; maintaining relationships with the UN Department of Safety and Security (UNDSS); developing and implementing security policies; preparing annual security work plans; managing security budgets; ensuring compliance with security protocols; conducting security assessments; delivering training programs for UNOPS personnel; and coordinating security operations for events and emergencies. The adviser must also maintain accurate records of security issues and ensure effective communication with security personnel and stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s Degree or equivalent) in fields such as social or political science, law, public administration, business management, or security management, along with five years of relevant experience. Alternatively, a first-level university degree (Bachelor's Degree) with seven years of experience or a Secondary School Diploma with eleven years of relevant experience is acceptable. Experience in security management, particularly within the context of the United Nations Security Management System, is highly desirable. Knowledge of the Myanmar context and experience in producing security-related documentation are also advantageous.

Educational Background:
The educational requirements for this position include an advanced university degree (Master’s Degree) in relevant fields, or a first-level university degree (Bachelor's Degree) with extensive experience, or a Secondary School Diploma with significant relevant experience. The focus is on degrees related to social sciences, law, public administration, business management, or security management, emphasizing the importance of a strong educational foundation in understanding complex security environments.

Experience:
The position requires a minimum of five years of progressively responsible experience in security management, with at least one to two years in a senior command or leadership role. Candidates should demonstrate a solid understanding of security management principles and practices, particularly in the context of the United Nations. Experience in Myanmar is preferred, along with a proven track record of developing security policies and conducting risk assessments.

Languages:
Fluency in English is mandatory for this role. Knowledge of a local language is considered an asset, enhancing the adviser's ability to communicate effectively within the local context and engage with various stakeholders.

Additional Notes:
This is a Fixed-Term Appointment at the P3 level, with an initial contract duration of one year, subject to renewal based on performance and funding availability. The position is part-time, equivalent to 80% of a full-time workload, translating to four working days per week.
