Job Overview: The Cash & Market Systems Adviser will play a pivotal role in leading NRC Myanmar’s strategic vision and oversight of cash and market systems-based programming. This position involves supporting the development of thematic strategies related to cash and market systems, conducting market and feasibility assessments, and creating systems, standards, and tools to enhance program effectiveness. The adviser will be responsible for ensuring that cash and market systems programming is effectively integrated into NRC’s overall mission in Myanmar, which aims to improve the livelihoods of displaced populations through enhanced market access and support. The role requires a strategic leader who can inspire and influence others, build collaborative teams, and drive innovative solutions to complex challenges in a humanitarian context.
Duties and Responsibilities: The Cash & Market Systems Adviser will be responsible for a variety of tasks, including but not limited to: leading the development and implementation of cash strategies, coordinating cash programming initiatives, and ensuring the delivery of high-quality cash assistance. The adviser will develop guidelines, standard operating procedures, and training materials to support the effective implementation of cash and market systems programming. Additionally, the role involves contributing to funding proposals, project budgets, and donor reports, as well as providing guidance on program strategies. The adviser will assist in the application of cash and market systems, build the capacity of technical and partner staff, and foster stakeholder relations through networking and partnership development. Participation in relevant forums, clusters, and working groups is also a key responsibility of this position.
Required Qualifications: Candidates must possess a strong background in cash and market-based programming, particularly in humanitarian response settings. Expertise in cash and voucher assistance, as well as familiarity with digital payment platforms and delivery tools, is essential. The ideal candidate will have experience working in complex and volatile contexts, demonstrating the ability to adapt and respond to rapidly changing situations. Strong leadership skills, with a proven track record of building and leading effective teams, are crucial for success in this role. Educational Background: A relevant educational background is required for this position, typically including a degree in a field related to humanitarian assistance, international development, economics, or a similar discipline. Experience: Candidates should have substantial experience in cash and market-based programming, ideally within a humanitarian context. A minimum of several years of relevant experience is expected, with a focus on developing and implementing cash assistance programs and market systems approaches. Experience in capacity building and training of staff and partners is also important, as well as a demonstrated ability to work collaboratively with various stakeholders in challenging environments.

Additional Notes: This position is based in Yangon, Myanmar, and is offered on a 12-month contract basis. The role may require approximately 25% travel within the country. NRC operates under a National Salary Scale, and the successful candidate will receive a competitive compensation and benefits package.
