Job Overview:
The Digital Initiatives Support Officer plays a crucial role in the implementation and management of digital health initiatives under the guidance of the UHC Coordinator. This position is designed for individuals who are adept at managing digital products, particularly mobile applications and online learning systems. The officer will be responsible for overseeing the lifecycle of the Maternal and Child Health Companion App and the online learning systems, ensuring they are user-friendly and meet the needs of health workers and partners. The role requires a strong understanding of digital transformation in health content, including the digitization of traditional health materials into interactive formats suitable for various platforms. The officer will also act as a liaison between WHO health experts and external IT vendors, ensuring that technical requirements are met and that quality assurance processes are followed. This position is integral to enhancing WHO's digital health ecosystem in Myanmar, improving access to critical health information, and supporting capacity-building resources for health workers.

Duties and Responsibilities:
The Digital Initiatives Support Officer will be responsible for a variety of tasks, including:
  • Digital Product Management & Lifecycle Support: Overseeing the maintenance of the Maternal and Child Health Companion App, monitoring bug reports, testing new features, and managing the online learning systems.
  • Digital Transformation of Health Content: Leading the digitization of physical health materials into interactive formats and creating sustainable digital assets for social media campaigns.
  • Technical Liaison & Vendor Management: Acting as the primary contact between WHO health experts and IT vendors, translating technical requirements into user stories, and performing quality assurance on software deliverables.
  • Cybersecurity & Regional Compliance: Ensuring that all digital tools comply with cybersecurity requirements and data privacy protocols. The officer will also analyze digital usage data to provide recommendations for improving user retention and engagement.

Required Qualifications:
Candidates must possess a recognized university degree in public relations, communications, information technology, or a relevant field. A master's degree in computer sciences or public administration is desirable. Essential qualifications include a minimum of five years of proven experience in digital innovation, communication, and media, with a demonstrated ability to liaise between technical teams and software developers. Desirable qualifications include experience in project management, particularly in IT-related projects, and previous work with UN agencies or international NGOs. Additional skills in web design, content production, and proficiency in photo and video editing software are also beneficial. Strong oral and written communication skills, organizational abilities, and the capacity to work under pressure are essential.

Educational Background:
The educational background required for this position includes a recognized university degree in public relations, communications, information technology, or a relevant field. A master's degree in computer sciences or public administration is considered an asset. Candidates must have a strong foundation in digital communication and technology, as well as an understanding of health-related content.

Experience:
The position requires a minimum of five years of professional experience in digital innovation, communication, and media. Candidates should have a proven track record of acting as a liaison between technical teams and software developers, demonstrating the ability to manage digital projects effectively. Experience in project management and familiarity with IT-related projects are highly desirable, particularly within the context of UN agencies or international NGOs.

Languages:
Proficient command of English and Myanmar is required for this position. Candidates should be able to communicate effectively in both languages, as the role involves collaboration with local health authorities and stakeholders.
