Job Overview:
The position of Programme Implementation and Monitoring Support at UNESCO's Antenna Office in Yangon is crucial for the effective execution and oversight of educational projects, specifically the System Capacity Grant (SCG) and the System Transformation Grant (STG). The incumbent will be responsible for providing comprehensive support in program implementation and monitoring, ensuring that all activities align with UNESCO's strategic objectives. This role involves designing and implementing monitoring and evaluation (M&E) frameworks, tracking key performance indicators (KPIs), and facilitating collaboration among various stakeholders in the education sector. The successful candidate will play a pivotal role in enhancing the quality of education in Myanmar by ensuring that projects are effectively monitored and evaluated, thereby contributing to informed decision-making and improved educational outcomes.

Duties and Responsibilities:
The duties and responsibilities of the Programme Implementation and Monitoring Support include:
  • Project Monitoring & Evaluation: Provide technical advice for the design and implementation of educational M&E frameworks; monitor project activities and assess educational progress; support the roll-out of the Joint Response Framework for Monitoring, Reporting, and Evaluation; contribute to capacity building among local organizations; assist in project evaluation and reporting.
  • Research and Knowledge Management: Support coordination of ASER assessments; conduct literature reviews and desk research; assist in data collection; develop and maintain knowledge management systems.
  • Sector Coordination: Facilitate coordination among education sector working groups; support dialogue among education partners to identify gaps and opportunities.
  • Partnership and Resource Mobilization: Assist in resource mobilization efforts; develop project proposals; track submissions and coordinate donor meetings.
  • Additional activities as required to ensure team success.

Required Qualifications:
The required qualifications for this position include a Bachelor’s degree or advanced university degree in Education, Social Sciences, International Relations, or related fields. Candidates must have a minimum of 4 years of professional experience with a Bachelor’s degree, or 2 years with a Master’s degree. Proven experience in data gathering and analysis, as well as extensive hands-on experience with Myanmar’s education landscape, is essential. Candidates should also have experience in program and project management, monitoring and evaluation, and mastery of M&E methodologies.

Educational Background:
Candidates must possess at least a Bachelor’s degree in relevant fields such as Education, Social Sciences, or International Relations. An advanced university degree (Master’s or equivalent) is preferred and may enhance the candidate's qualifications.

Experience:
The position requires a minimum of 4 years of relevant professional experience for candidates with a Bachelor’s degree, or 2 years for those with a Master’s degree. Experience in the education sector, particularly within Myanmar, is highly desirable. Familiarity with UN systems or international organizations is an advantage, as is experience in human rights, inclusive education, and gender equality.

Languages:
Excellent knowledge of English and Myanmar (both spoken and written) is mandatory. Basic knowledge of an additional language from the Asia-Pacific region or other official UN languages (Arabic, Chinese, French, Russian, Spanish) is considered an advantage.

The contract duration is for 11 months, with an initial probationary period of 3 months, and may be renewable based on satisfactory performance and availability of funds. The position is full-time and is open to external candidates.
