Job Overview:
The Senior Development Coordination Officer, Head of RCO/Strategic Planner position is critical in supporting the UN Resident Coordinator (RC) and the UN Country Team (UNCT) in Myanmar. This role is designed to ensure effective, quality, and timely UN support for the implementation of the Transition Cooperation Framework (TCF). The Head of RCO will manage the resources of the office, providing strategic guidance, facilitating partnerships, and overseeing the implementation of the efficiency agenda. The position requires a strong understanding of sustainable development, strategic planning, and the ability to coordinate complex multi-stakeholder initiatives. The incumbent will be responsible for leading the RCO in delivering substantive coordination support to the RC and UNCT, ensuring adherence to organizational policies and procedures, and promoting a culture of innovation and engagement within the office.

Duties and Responsibilities:
  • Lead the provision of strategic guidance to the RC and UNCT on effective UN support for the TCF implementation.
  • Facilitate and oversee the establishment of external partnerships and joint resource mobilization efforts.
  • Coordinate the roll-out and implementation of the Efficiency agenda, including Business Operations Strategy and Common Premises.
  • Manage knowledge management and capacity development activities within the UN System.
  • Support the strategic positioning of the UN and corporate communications in support of the RC and UNCT.
  • Oversee the overall management of the RCO, ensuring efficient coordination support to the RC/UNCT and adherence to policies.
  • Promote engagement across humanitarian, development, and peace domains.
  • Ensure quality control and oversight of strategic communications and advocacy activities.
  • Coordinate reporting for the RC and UNCT with various stakeholders. 1
  • Supervise RCO staff and promote teamwork and communication among staff.

Required Qualifications:
Candidates must possess a proven knowledge and understanding of sustainable development theories and concepts. They should demonstrate the ability to identify strategic issues, generate innovative solutions, and communicate effectively. Strong analytical skills are essential for producing reports and making sound policy recommendations. The ideal candidate will have a solid understanding of the political environment and UN system operations, particularly in relation to the Sustainable Development Goals. They should exhibit professionalism, planning and organizing skills, effective communication, leadership, and sound judgment in decision-making.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in leading strategic planning, sustainable development policy, and program development is required. This includes experience in economic analysis, partnerships, data analytics, and communications. Additionally, at least five years of experience in multi-stakeholder coordination within the context of development cooperation is necessary. Experience in team leadership and management, as well as UN interagency coordination, is also required. Desirable experiences include inclusion strategies promoting gender equality, youth participation, and the inclusion of persons with disabilities, as well as designing innovative partnerships and resource mobilization strategies.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the UN, and proficiency in French is considered an asset but not mandatory.
